CISF action confirms govt's complete administrative failure | | | EARLY TIMES REPORT SRINAGAR, Jan 4: Amidst accusations of state government having turned Jammu and Kashmir into police state, latest revelations that all units of the CISF were told last September not to wait for arrival of the police and take all possible steps necessary for the security of the installation threatened by mob violence has added to this belief. Despite Chief Minister Omar Abdullah's vehement claims, observers largely believe that such types of instructions or orders have many dimensions while taking into account vulnerability of Kashmir society in response to situations that can erupt out on issues of eco-political interest. Renowned political and social scientist Professor Noor Ahmad Baba, in response to the revelation that on September 30 CISF deputy inspector general Shikha Goel had written that it had been noticed by the CISF directorate that some units were failing to take proactive action in protecting and securing public undertakings said, "It has now become increasingly clear that state government is hapless." Baba said that NHPC has lost the jurisdiction in Jammu and Kashmir since the state government has claimed that corporation was running power projects in Jammu and Kashmir without any legal documentation. Wani said that state by providing this type of prior instructions to CISF has actually realized from its vast experience in different parts of the country- since liberalization of Indian economy- that the issues of land and water could erupt in major public upsurge. Possibly learning from the larger experience, Wani said that state government is looked as corrupt and intolerant of any descent or protest movement on issues pertaining to human rights and economic development. It is because of the element of proportionality is being sacrificed in this vulnerable state every now and then. Renowned professor argued that there is a serious economic argument that is shaping the political discourse in Jammu and Kashmir. "Now the question is how to balance issues of state interest on one side with justice, equality and dignity on other side" he added. Pertinently the circular issued to CISF is believed to be the reason behind the incident at the NHPC premises in Baramulla on Monday where the CISF personnel guarding the power unit fired at a mob of 400 protesters killing a Class XII student. The killing of Altaf Ahmad Sood has raised questions as to why the CISF did not call the local police to handle the matter since the force is not on counter-insurgency law and order duty. "We may not wait for the arrival of the police or the presence of a magistrate for taking any steps against any activities which threatens the security of the installation. Such activities which are potentially illegal must be prevented within premises of the undertakings or installations," the CISF circular reads. It has long been debated if the CISF should be given immunity under the AFSPA Act. Unlike the army and the police, it is only meant to guard industrial installations and is not part of the armed forces.
