Afflicted with 'come tomorrow' syndrome, civil secretariat visitors hope for a 'better day' | | | KUNAL SHRIVATSA JAMMU, Jan 4: Whether it is Jammu or Srinagar, -The Darbar 'Civil Secretariat'- highest seat of power- when functional in either of the two capital cities, becomes alive with the visitors for getting their problems mitigated but amidst the tall claims of government of providing a 'people friendly' regime the 'bitter' experiences of a large number of people here provide otherwise a sordid picture of 'official apathy' and 'red-tapism.' A large number of people from across the state come here with a twinkle of hope in their eyes and an unflinching faith that their pending applications, files or any other document will be okayed in shortest possible time as often boasted by the state government and its official machinery. However, the 'real' work culture and efficiency of the state government gets exposed at the corridors of Civil Secretariat where a large number of people have to make rounds to accomplish their 'mission'. Upon their arrival at the highest seat of power, the common man come face to face with the reality that the promises of 'good governance' vis-à-vis 'speedy disposal of works' are mere sloganeering and nothing else. Chief Minister Omar Abdullah and his cabinet colleagues on umpteenth occasions claimed that the coalition government is committed to provide a 'people friendly' regime but the 'bitter' experiences of a large number of people at Civil Secretariat provide otherwise a sordid picture of 'official apathy', red-tapism and 'malpractices'. Speaking to Early Times (ET), a good number of people on visit to Civil Secretariat rued that they are fed up with the false assurances and delaying tactics of the officers for their vested interests. They said that only few people are fortunate enough to get their works done in minimum possible time while the rest have to wait endlessly for accomplishment of their job. One such person, who is seeking a job under SRO-143 narrated his tale of woes albeit wishing anonymity. "I don't even remember, how many occasions I have visited the Secretariat… I would consider myself lucky the day my case is settled…. Till now I yet have to see the dawn of the day or respite to my woes. Willingly or unwillingly I have to make rounds of this place… It is only in the hands of Almighty now to decide my fate," he said looking up towards heaven. The SRO applicant even pleaded not to mention his place of origin or the department where his employment case is pending as he apprehends that it might further delay his case. Another aggrieved Secretariat visitor said that no matter what the government brags, actually the development process in the state is getting slower with each passing day thanks largely to the political hullabaloo of the ruling coalition. "Chief Minister Omar Abdullah should concentrate more on development works in the state rather than political matters," said one Nitin Kumar. Nitin along with other locals of his area had come here to meet a minister in quest of a link road for his village. "Being at the helm of affairs, it is the responsibility of Chief Minister Omar Abdullah to ensure overall development of the state …. He should pay more attention to the development works rather than settling political scores with his opponents…… For quite some time now, CM remained more busy with political affairs due to which developmental works have been adversely affected,'' he added. "Pace of developmental process has slowed down on the ground level….. Chief Minister Abdullah should adopt 'triple shift' policy on the pattern of former Chief Minister Ghulam Nabi Azad who opted for an equitable and fast development of the state, vis-à-vis to cover up the backlog,'' he said. He also appealed the Chief Minister to tighten noose against corruption. "Several cases of corruption are still pending against Ministers and bureaucrats but action is yet to be initiated…. CM should act tough to check the source of income of ministers and bureaucrats, who have overnight amassed huge properties and wealth,'' he maintained. |
