DC Samba in trouble for 'concocted information' to RTI application

Jammu, Jan 4: Already facing people's wrath on land encroachment issue, DC Samba Mubarak Singh once again is in troubled waters but now for providing concocted information against RTI for issuance of fire arms licenses and later dragging the feet of a senior police officer of CID for his green signal of verification.
The statement was issued by DC Samba's office vide no DCS/JC/RTI/2011-12/394 in response to RTI application filed by one Vikrant Sharma lodged first appeal under Jammu and Kashmir Right to Information Act 2009 stating that Public Information Officer willfully defying the provisions of the RTI Act and misleading the applicant.
The applicant also sought legal action against the PIO and penalty as well. And recent RTI reply from concerned i.e. the Office of DC Samba informed a total of 646 arms licenses were issued and the same time admitted that after the orders from Higher Authorities some of the cases were referred to the higher officer of CID Jammu/Srinagar.
The reply has created controversy between CID authority and DC Samba erupted when Office of DC Samba, issued fake information against RTI application seeking information of issuance of gun licenses. As the two replies lying with applicant have remarkable difference of 400 arms licences has created finger of suspicion towards the concerned authorities.
Meanwhile following the news reports in Early Times, internal investigation was started in CID wing by IGP CID. Inquiry against the higher CID official whose name was pointed by DC Samba in his statement office vide no DCS/JC/RTI/2011-12/394 in response to RTI application (in point 9 DC office stated that after the orders from Higher Authorities some of the cases were referred to DIC CID Jammu/Srinagar through proper channel for verification) was also initiated.
Meanwhile during the investigation it was found that no official letter has been conveyed to DC Samba office for reference of CID verification. Sources said that CID official in question, in his inquiry report totally refuted the statement issued from DC Samba office.
Sources said that in investigation report submitted to IGP CID it is stated that CID has not been entertaining any weapon verification for the last three years, neither any officer gave green signal for verification nor any order was issued from Higher Authority to conduct verification from CID, hence the statement issued by DC Samba is totally baseless.
Sources said that after procuring report IGP CID is going to submit the same to government seeking action against DC Samba for dragging CID into unnecessary controversy.
It is to mention earlier, DC Samba office in one reply dated 19/8/11 issued vide endorsement No DMS/JC/RTI/352, divulged that 246 gun licenses were issued but at the same time against subsequent appeal the officer admitted to have issued 696 licenses under endorsement No DSC/JC/RTI/2011-12/394 dtd 23/9/11without list of civilians to whom such licenses were issued. What made to swell the number of licences of fire in a huge number and reason better known to the concerned authorities but it left applicant to wonder what happened in one month that around 400 persons applied for arms licences as per the official record submitted to RTI application.
Sources further said that it was not the first time DC Samba using his official position misled the truth, in his earlier postings also he was indulged in various wrong deeds and numerous complaints were registered against him but due to influential person he managed to escape each and every time.
