Omar survives yet another year of odds

What is Thursday's news ?Chief Minister,Omar Abdullah,has completed three years' in office.He has survived scheming from the state unit of the Congress which has been favouring the post of chief minister to be rotated.Omar has survived many odds.He has warded off an effective campaign having been launched against him by the redoubtable PDP leadership.How he has survived these odds and difficulties?First it is his luck.Second is the compulsions on the part of the Congress high command which is not,till date,inclined to change the three year old political arrangement.The reason being two-fold.One,the Congress high command is engaged in a do or die poll battle in seven states.Secondly,the NC leadership is not prepared to accept change in the guard.It wants the Congress high command to implement its unwritten promise it had made to Omar and his father,Farooq Abdullah,that Omar would be allowed to head the Government for full six years.Since the Congress led UPA Government has a thin majority in the Lok Sabha it did not want to force the National Conference leadership to abandon its support to the Government.And the most important factor that has,so far ,forced the Congress high command to accept the dictation from the National Conference leadership is the unwillingness on the part of the PDP leadership to support the Congress in the Government making in Jammu and Kashmir in case the National Conference quit the alliance.
The PDP leadership,reports indicate,is in a mood to help the Congress to be in the driver's seat if the NC quit the ruling coalition but the support was to be made available for a brief time in order to set the stage for a midterm election.Now that Omar has survived the onslaughts from his opponents and from the disgruntled people who blame him for poor governance he may not be able to fight those who support the demand for change of guard.He may fool people and political opponents for a while but he cannot take them for a ride all the time.Yes,he may have to trumpet his success in completing the Pa nchayat elections after a gap of 10 years but he cannot hide his Government's failure in empowering these Panchayats by amending 73rd and 74th Acts,main demand of the congress.There are other failures which include unresolved problem of unemployment.Despite the Government's announcement on an ambitious employment package there has been no decline in the level of unemployment among the educated youth.
In fact Omar would have performed better than his predecessors but he could not do so because he remained engaged in extraneous issues.The result was he could not even fulfill the poll promises he had made in 2008 election.He failed to get AFSPA withdrawn from some areas in the state.He could not ensure reduction in the prices of LPG and in power tariff.If he has disappointed people of the state it is his failure to tackle prolonged load shedding spells.He acted fast on the power front only afer one youth lost his life and four others were injured in CISF firing on protesters shouting against power cuts.No doubt he took the initiative in making the state information commission and the Accountability commission functional but these two commissions have not been provided with the basic facilities for making their presence felt in the state.Leave aside tardy progress in the execution of various development projects,including the cen trally sponsored schemes,Omar's rule has been a rule of uncertainty,political instability and confusion because of marked lack of coordination between the National Conference and the Congress.The mess,which one has witnessed in the political and administrative spheres,is basically the result of Omar's ego promoted and nursed by those who have been giving him wrong advice.
