Home Ministry brutally violates transfer policy, throws tenure norm to winds

Jammu, Jan 5: Home ministry has brutally violated Chief Minister Omar Abdullah's self-carved and much touted transfer policy for government employees.
Ministry, which is headed by Chief Minister himself alongwith Minister of state (MOS) Nasir Aslam Wani, has made mockery of cabinet decision and government order issued by GAD in July 2010, according to which administrative heads of all departments including cabinet ministers were asked to adhere to new transfer policy. The order is available on the website of General Administration Department (GAD).
However, Home ministry decided otherwise and on the pretext that the order has been issued for all the departments barring police, not only violated the transfer policy but adjusted a senior IPS officer against a non-existent post. IG (Railways) Zahoor Hussain Chisti, who was transferred from Vigilance Department within five months, is working without a post in the Railways.
Chisti was posted as IG (Armed) in August 2010 and transferred to Vigilance Department in June 2011 i.e. within 10 months. In vigilance department, Chisti survived for just five months and in the interest of the administration was posted in Railways. Chisti's posting in Railways meant that home ministry deviated from the allotted cadre strength and in violation of the same, left DIG (Railways) and SSP literally with no work.
Home department for reasons better known to it has kept post of IG (Technical) vacant just for drawing salary of Chisti. Interestingly, home department created 2637 posts for establishing Railway track security vide govt order no: 637 (P) of 2008 dated 11-09-2008. In this order, the Railway track security establishment was put under the command and control of DIG (Railways) and thereafter, under SSP (Railways).
It was also ordered that recurring expenditure would be shared by government of India and the state government on 50: 50 basis. However, this order was never obeyed in letter and spirit. Instead, senior police officers especially of the IG rank were posted in the Railways on the pretext of strengthening the newly created police wing. Their salaries are being paid by the state government in full.
Chisti, sources said that should have been posted as IG (Technical) since the post is vacant and government should not have desisted from violating its own orders both of creation of posts and the transfer policy. Similarly, there is murmur about reversion of Deepak Kumar back to the vigilance department within six months. Sources assert that in the Home Ministry, police officers from outside have been calling the shots.
They added that a particular cabinet meet recently ordered transfer and posting of IGPs and ADGs without the knowledge of Home Secretary. Sources disclosed that the transfer of police officials was not part of cabinet agenda but a last minute addition. They said that not only home secretary but entire police administration knew nothing about these transfers, draft of which was brought to the civil secretariat from outside.
Rumor mongers have been saying that the shake-up was to accommodate certain police officials, two of whom enjoy patronage of a Congress leader who has recently claimed of being Ghulam Nabi Azad's man in Jammu and Kashmir. On being asked, Home Secretary B.R. Sharma, who is 10 batches junior to DGP Kuldeep Khoda said "This is an ex-cadre post and the same has been filled keeping in view requirements of Railway police." He added that it has been done as a matter of routine.
