Cong reasserts on empowerment of Panchayats

Jammu, Jan 7: Dismissing disagreement over the issues that formed agenda of meeting today, the Coordination Committee members of both Congress and National Conference today said the alliance is set for a 'new beginning' and the next three years of the term would see all matters resolved mutually and settled amicably. The meeting also saw need for putting on track the disfunctional Commissions assertion from the Congress that Panchayats needed to empowered.
" We held detailed deliberations on all matters that were on agenda…… the discussions continued in a healthy and congenial atmosphere and there was unanimity on all the issues that came up during the meeting", said J&K PCC chief and chairperson of the panel Prof Saif-u-Din Soz while briefing the media after the meeting that lasted for over two hours. "There is no scope for differences over any issue…not even on AFSPA for there is no debate over it now…..the consultations with all stakeholders for consensus are on ", Prof Soz said while replying to a question adding the issue was not in agenda for today's meeting.
"There is no disagreement over any issue…..whatever issues the two partners may be having between the two allies henceforth or any difference of opinion may crop up , it would be settled mutually", said AR Rather , senior leader of NC and Finance Minister, while joining Soz in brief media interaction. The main issue that came up in the meeting today with the need have all important Commissions like State Vigilance Commission, Human Rights Commission, Backward classes Commission and State Accountability Commission in functional mode with chairpersons and members on board. Sources said while both the parties agreed on this, Congress asked for starting the process for identifying the 'appropriate' persons for the key posts in all these Commissions at the earliest.
While Congress asked for consultations and taking its leadership and ministers into confidence in all major decisions including the policy matters on governance , sources said one of the members also said the party workers and cadres had been feeling demoralized and pushed to the wall during the past three years and it was the time to make Congress equal partner in every matter., also in the matters when it came to implementing the decisions on ground.
Source said that issue of empowering the Panchayats and implementation of 73rd and 74th Amendment was also re asserted by the Congress ,even as both the partners decided to hold another meeting soon to work out things and build unanimity on these matters.
Apart from Pradesh Congress Committee president Saif-Ud-Din Soz, todays meeting was attended by Deputy Chief Minister Tara Chand, Finance Minister Abdul Rahim Rather, Minister for Rural Development, Ali Muhammad Sagar, senior NC leader Choudhary Muhammad Ramzan and Former Deputy Chief Minister Mangat Ram Sharma. Pertinent to mention is that union minister Dr Farooq Abdullah , who is otherwise member of the high level panel remained conspicuous with his absence in today's meeting as well with leadership of the party citing reasons for his unavailability as prior scheduled engagements.
Sources said much talked about reshuffle of the cabinet was not discussed as the party high command has given indications that it might get deferred till the elections in five states was over. The Congress state president said that it was not part of discussion but it will be conducted at the appropriate time. "This is not the platform to discuss the reshuffle……We have to do it and it will be done at a proper time", Soz said adding the high command will decide it in consultation with J&K PCC leadership.
The official handout said that the issue of enhancing the reservation quota for the OBCs from the existing 2% also came up under discussion. The members of the Committee took note of the fact that since the election to these bodies would held in April-May this year, the Committee emphasized that the proper updating of the voters lists need s to be carried out for holding elections to these bodies.
