Will vigilance commission be 'all NC affair'? | | | Syed Junaid Hashmi JAMMU, Jan 8: Establishment of State Vigilance Commission (SVC) would be an all National Conference (NC) affair and Congress, despite being coalition partners would have some role if the Chief Minister decides so. This is not a scoop but legal requirements of State Vigilance Commission Act (JKSVC) of 2011. Section 4 of the amended act stipulates that Chief Vigilance Commissioner (CVC) alongwith Vigilance Commissioners would be appointed by Governor on the recommendations of committee consisting of Chief Minister and three other members. Chief Minister would be chairperson of the committee while the three members would include senior minister nominated by Chief Minister, Minister of Law and Parliamentary Affairs and leader of the opposition in the state legislative assembly. Presently, Minister for Law and Parliamentary Affairs is NC's Ali Mohammed Sagar while leader of the opposition is Mehbooba Mufti of Peoples Democratic Party (PDP). Chief Minister Omar Abdullah who is Chairperson of the committee is also from National Conference (NC). Insiders maintain that Omar would prefer either a senior Minister from his own party (again from NC) or if he is forced to choose from Congress, it would be PHE Minister Taj Mohiuddin. Hence, if CM does not nominate Taj as member of the committee, his own man's presence would mean a complete NC affair. There is no possibility of the two seasoned and senior NC politicians going against the wish of Chief Minister. Insiders maintain that even Taj Mohiuddin is unlikely to offer any strong resistance to the choice of two of his cabinet colleagues, one of whom would be none other than Chief Minister Omar Abdullah. They added that the composition hardly allows any chances of Chief Minister's choice being vetoed. Mehbooba Mufti's presence or absence is unlikely to make any significant difference. If he raises voice of dissent, government would note it down and then, forget the same in the next few days. The manner in which committee's composition has been worked out clearly indicates that NC, riding on New Delhi unwavering support to Chief Minister Omar Abdullah, hardly takes state congress ministers seriously. The only man who can give jitters to state government would be Governor N.N. Vohra, who has been taking keen interest on the administrative and constitutional issues of the state. If he finds any flaw in the appointment of SVC or VCs, insiders maintain that he is likely to delay the process and give assent to the proposal only after seeking desired clarification from the state government. They disclosed that SVC would be choice of maximum number of HODs of various government departments. Further, they added that this choice of HODs would then be put to political suitability test. The assent for this political suitability is likely to come from Union Home Ministry, said a source. He maintained that from retiring bureaucrats to retiring police officers, all have to oblige both ministers and their junior bureaucrat friends for getting recommended to the high profile post. "The one who would be recommended by his junior bureaucrat friends and appointed on the recommendations of a one sided committee would be unable to take the war against corruption to its logical conclusion. CVC in the centre is recommended by a three member committee which includes Prime Minister, Home Minister and Leader of the opposition. There dissent of leader of the opposition and constitution of committee matters but here it would be blown out of proportions for reaping political dividends," commented a senior political analyst. |
