Separatists dismayed by US views on Kashmir

The latest announcement from Washington may cause a major disappointment to the Kashmiri separatists.Yes,they have a reason for feeling dejected because they had not expected Washington to treat the Kashmir issue a problem between India and Pakistan.The latest announcement from Washington has it that the Kashmir issue being a bilateral problem needs to be resolved through the process of dialogue between Islamabad and New Delhi.The US state Department has said that Washington always supported the bilateral dialogue so that India and Pakistan were able to settle the Kashmir issue amicably.It has also made it clear that there has been no change in Washington's stand on the Kashmir issue.On the other hand the Kashmiri separatists,especially those belonging to the camp of moderates,favour resolution of the Kashmir issue through tripartite talks.These separatists are not willing to accept that Kashmir is a bilateral problem,a problem between India and Pakistan.They believe that people of Jammu and Kashmir are a party to the dispute.At the sametime they do explain that Pakistan too is a party to the dispute hence the problem can have a durable solution only through tripartite t alks.
As far as the hardliners among the separatists are concerned they support implementation of the UN resolution on Kashmir providing for a plebiscite.However,what views the separatists hold as far as the Kashmir issue is concerned are not as important as the US suggestion to India and Pakistan to resolve the Kashmir issue through bilateral dialogue.In fact there was no need for Washington to voice its views on the Kashmir issue.Why then the utterance ?It is part of Washington's plan to woo Islamabad following a year long stress and strain on its relations with Pakistan.The mistrust between Islamabad and Washington,which were committed to be partners in the ongoing global war against terror,surfaced first after the US attack killing Osamaba bin Laden on the soil of Pakistan in May last and then following US Drone attack in which 24 Pakistani soldiers were killed.The Pak-US relations further dipped when Islamabad asked the American troops to vacate the air strip that had been made available in Pakistan for carrying out air strikes on terrorists in Afghanistan.
The US-Pak conflict further heightened when Washington announced cut in military and economic aid to Pakistan.This announcement encouraged Islamabad to seek added military and non-military aid from Beijing.A situation has emerged which clearly indicates that Islamabad has stopped making repeated pleas for the resumpton of US military aid after it was assured by Beijing that all its requirement would be met by China.Realising that Pakistan may not join the US war against terror Washington voiced its views on the Kashmir issue which would be a music to the ears of Islamabad.This has been done simply to convey to Pakistan that there has been no change in Washington's stand on Kashmir.The basic purpose was to renew relations with Pakistan so that Islamabad was not averse to aiding Washington in its war against terrorists.If Washington succeeds in wooing Islamabad it should be a good news for New Delhi.Both the US and India may not cherish Pakistan getting closer to China.If that happened India will be surrounded by a union of two nuclear countries and the USA will be losing bigger Pakistani areas to the Chinese military bases.In reality Washington wants to use Pakistan as a buffer against the communists and China doing the same to checkmate the growing US influence and presence in Pakistan.
