CM on visiting spree to salvage collapsed systems…..! | Has he realized a failed administrative set up full of lapses……? | | Early Times Report JAMMU, Jan 9: Chief Minister, Omar Abdullah has been truly in super active mode for the last few days with his hectic schedule loaded with visits to different places , particularly in Kashmir Valley where every system collapsed and life was seen totally out of gear. Within no time Chief Minister apparently took everything in his own hands and performed the role on the lines of 'one man Army'. From surprise visits to various places to giving on spot instructions to put derailed things on fast track to monitoring of every system that collapsed due to bad weather , Omar did it all by himself. Certain questions arise. Was the Chief Minister caught by shock and surprise of the systems that turned defunct and made people suffer heavily on every count …? Or has the Chief Minister finally realized his administration has miserably failed to deliver in times of crisis and the entire system of his governance is on weak and hollow crutches of the administration- something which people as also the opposition has been crying hoarse for a long time…? The realization has perhaps dawned on the Chief Minister which is why he was prompted to salvage the crisis himself. Opposition parties as a matter of positive criticism at times has been making loud cries about the loopholes in Chief Minister's administrative apparatus and highlighting the shortcomings be that the power sector, defunct and sleepy or at many places complacent PHE department and above all the ill preparedness of almost all the departments to face the critical situations , leave alone overcoming the crisis and difficult times on war footing. A layer of arrogance and complacency has enveloped in the entire hierarchy of administration and officers at all levels have become insulated to peoples' problems for they are least bothered about their political bosses who in turn are busy in their own individual agendas. But Chief Minister, a matter of his over reactive conduct and behavior would never take the criticism in a positive way , instead as some personal attack and abuse and react in a manner that would often be seen as defending his government and his administration in a bid to show all is perfect in his regime. The administration which needs a tight control and constant system of accountability saw the style of the governance of present regime , much to their favour and convenience. The officers right from top level Babus down the hierarchy saw the Chief Minister most of the time remains busy in reacting and is more concerned to give replies and sort of explanations on failed systems than pulling them up for the lapses. In the process the Chief Minister lost the grip and control over the administration which is why one can see the system full of lapses and loopholes. On toes for the last two days , he visited Doda, Kishtwar and Bhaderwah today to review the restoration of essential public services that have been disrupted by the heavy snowfall. Like in Kashmir Valley , at these places too Chief Minister interacted with people and the district administration to receive first hand appraisal of the measures put in place for restoration of power, snow clearance from roads and functioning of water supply schemes. He also received brief about the availability of essential commodities and fuel in these hilly districts. There is nothing wrong whatever he has been doing in what he makes one to believe that he takes personal pains and care to set the things right . But surely this cannot be seen as connected to his slogan of good governance . For Good governance has to be seen in continuity and not on day to day basis or in times of crisis. In other words he needs to put his plan of governance in order and reverse the system of mal administration , which is indeed a difficult task now. |
