Favouritism in CDF, irregularities in IAY, solar lights distribution | RTI speaks in Kokernag | | Early Times Report Srinagar, Jan 9: Alleged misappropriation of Constituency Development Fund (CDF) and irregularities in distribution of Indira Awas Yojana (IAY) and Solar Lights in Kokernag constituency have exposed the unholy nexus between government officials and politicians in that area. Information received under Right to Information Act 2009, points to large scale irregularities in CDF and distribution of IAY huts and Solar Lights in Kokernag (Breng) constituency since past several years. Documents available with KNSreveal that funds at the disposal of concerned MLA have either been released fraudulently against the works executed as early as in 2003 or the work executed, if any, has been allotted to a single family on different names. Documents reveal only in 2009-10 and 2010-11 works against the estimated cost of Rs. 14.70 lacs have been allotted to the family of one Ghulam Muhammad Mir in the name of his sons and relatives and himself. Mir who is also the Block President of Congress party in Breng has also been instrumental in allotment of IAY huts either to those who are above the poverty line or the amount has been released on 'fraudulently on fictitious grounds.' Documents reveal that a single family has successfully managed the allotment of IAY huts in the name of father, mother and son and interestingly the family has migrated from the native place to Ramban area in Jammu division in nineties. Irshad Ahmad Kalam son of Mohammad Shafi of Narupora has been allotted IAY hut in 2008-09 while his mother Zarifa in 2010-11 and father some five years back. The family is reportedly registered with Commissioner Migrants Jammu since long and is drawing the benefits under migrant category. In yet another case Benerjee Koul son of late Premnath Koul of Cheki Narupora is figuring among the beneficiaries under IAY when the fact remains that the said person is mentally challenged roaming in the streets. In yet another interesting case Tota Begum has been allotted IAY hut while showing her widow of one Ahad Kucha of village Watnard when the said beneficiary was divorced by Ahad Kucha some 30 years back and was married to another person in some another village. Beneficiaries of solar lights have been charged more than the actual cost during Kokernag in 2010-11. The beneficiaries have been cheated and made to pay Rs. 1000 in some areas and Rs.1200 and Rs.1400 in some other areas when the actual cost of each solar light has been fixed at Rs. 750 only by the government. As per the record available the list of irregularities in CDF, IAY and Solar lights is unending. Sources told that on smelling foul in the execution and allotment of works under CDF and distribution of IAY huts and solar lights, locals lodged a complaint with the Deputy Commissioner Anantnag and even highlighted in local media but to no avail. |
