18 yrs on ,GCET faculty still struggles for AICTE status | No recruitment, promotional rules for GCET faculty till date | | Sumit Sharma jammu, Jan 10: While the tall claims are pouring from NC-leadership about achievements of the three years completion including in higher education i.e. the halfway of Omar led coalition, but the things at ground realty are different perhaps the NC leadership knowingly is brushing aside from the reality for political reasons as the Government College of Engineering and Technology (GCET), Jammu establishment in 1994 have faculty in resentment. The Government and its sympathizers the NC leadership may have good reasons to put high claims to mark the halfway of coalition as a 'successful regime' but the latest plea vide Ref No GCTA/Pr/11/19 before Commissioner Secretary ARI and Training department Jammu and Kashmir government , is an eye opener to many as the aggrieved faculty members of the engineering college, urged to process recruitment/ promotional rules for implementation of career advancement scheme as per AICTE (All India Council of Technical Education) norms pending in his department for the last one year. The GCET established in the year 1994 in the old campus of Jammu University approved by AICTE but has no recruitment rules framed by the government as per AICTE norms till date. In the absence of such rules of Career Advancement Scheme (CAS) and promotions for the faculty the employees who were recruited 15 years back are at the same pay scale and designation. Time and again the GCET faculty made their representations to the Chief Minister Omar Abdullah, but lament their representations are responded with only assurances even from none else then Chief Minister himself. The GCET faculty was granted AICTE pay scales in accordance with the AICTE guidelines vide SRO NO 61dated 5.3.2007 issued by the financed department. The Career Advancement Scheme (CAS) meant for upward promotions of the GCET faculty to the levels of lecturer (senior scale), lecturer (selection grade), Assistant Professor and Professor as per AICTE guidelines was adopted vide SRO NO 61 dated 5.3.2007 with additional amendments to it vide SRO NO 72 dated 23.2.2010. As the implementation of Career Advancement Scheme required the formation of basic recruitment rules by ARI department, the department of higher education framed the recruitment rules and same were submitted to the ARI department for final approval which is still pending with ARI department. "Such unjustified delays on the part of government authorities have blocked the promotional avenues of GCET faculty which adding mental agony to us" , faculty members alleged in their complaint. |
