Doctor's American degree turns out fake | | | ET Report SRINAGAR, Jan 10: Efforts are underway to appoint an Assistant Surgeon as Medical Superintendent (MS) of 700-bed SMHS Hospital in Srinagar even as his "American degree" has turned out to be fake during scrutiny and investigation. Authoritative sources revealed to Early Times that certain politicians and bureaucrats were pushing Assistant Surgeon Dr Riyaz Ahmad Dar for appointment as MS of the state's busiest SMHS Hospital. Absconding for nearly 15 years, Dr Dar had served at a hospital in Saudi Arabia for 13 years before returning to the state Department of Medical Education. According to sources, his 13 years of absence was condoned and recorded as dies non. After the break in service, Dr Dar was appointed afresh in 2003 as an Assistant Surgeon. He is currently functioning as Health Officer in Srinagar Municipal Corporation. Those being removed to clear the way for Dar include Professor and Head of Department of ENT, Dr Rafeeq Pampori, who has been functioning as incharge MS after the retirement of Dr Munir Masoodi, former Professor and Head of Department of Social and Preventive Medicine. His predecessors included Dr Waseem Qureshi, who held the position of a joint Director and was elevated as Director of Family Welfare last year. Senior professor of Medicine, Dr Gazanfar, is also being ignored in making Dr Dar's appointment as MS at SMHS. Informed sources at Civil Secretariat said that Minister of Health, Sham Lal Sharma, had taken objection to the process of Dr Dar's appointment against a senior position and he had not issued No Objection Certificate (NOC) in his favour till forenoon today. Sources said that despite pulls and pressures from certain influential quarters, Mr Sharma resisted the move and asked how a junior surgeon, who had the stigma of break in service and dies non, could be cleared for his appointment against a senior position in Medical Education Department. According to these sources, Dr Dar's proposal was referred by Minister of Medical Education, R S Chib, to Human Resource Management Cell in Department of Medical Education. Everybody from incharge of the cell and Additional Secretary, Babita Rakwal, to Commissioner Secretary Health & Medical Education, G A Pir, pointed out that the proposed incumbent was not only too junior and inexperienced for the post of MS at SMHS Hospital but had also the stigma of dies non and break in service. Sources in the department revealed that sometime back Mr Pir developed suspicion about the incumbent's American diploma in Health and Hospital Management. During a scrutiny, the certificate proved to be fake. However, rather than referring this matter to Crime Branch, an exercise began to elevate the junior official to the position of MS. Reports awaiting confirmation this evening said that Dr Dar's promoters succeeded in getting NOC in his favour and the file was now in the final stage in Department of Medical Education. However, efforts to seek comments from the Minister and Commissioner-Secretary incharge failed as both were "not reachable" on mobile phones. |
