Upgrade & renovate power transmission system ? | | | Chief Minister Omar Abdullah's commitment on giving good governance and on tackling irregularities has seemingly become a topic for derision.Chairman Peoples' Conference, Sajjad Lone,blames Omar for governance deficit while referring to recent ordeals people in various parts of Jammu and Kashmir faced on account of breakdown in the supply of electricity and drinking water.The PDP leadership has been consistent of accusing Omar Abdullah of failure in handling various people related problems.And like a gentleman of the Victorian era Omar Abdullah calls the PDP jibes as a compliment. Possibly the PDP and other opposition parties wish Omar Abdullah to quit because of his total failure in providing good governance. They are mistaken. Omar will be the last man to oblige them because the taste of power, he has relished during the last three years, has given him a thick skin enabling him to laugh over the opposition leaders' fulminations.Omar thinks that his success in restoring power supply to the Kashmir valley after motivating the engineers, technicians and labourers to repair the damaged transmission system has become a licence for him to continue to head the Government for the remaining three years. Above all his survival as Chief Minister is to be decided not by people and the PDP but by Sonia Gandhi and Rahul Gandhi. In fact Omar Abdullah's real job has not ended by getting the damaged transmission system repaired.The collapse in the power supply system as a result of heavy snow should prove an eye opener not only for Omar Abdullah but for the entire ruling coalition. The collapse in the power supply system indicates that there is some basic defect or deficiencies in the entire transmission and distribution mechanism.If one is not prepared to believe that the system has some glaring shortcomings one needs to examine the power supply position in those countries that are hit by heavy snowfall, heavier than regist ered in the Kashmir valley. Can you expect the power supply system getting paralysed owing to snow in Russia or those areas in the USA, the UK and other nations ? You can never imagine it.Just a five-minute failure in electricity supply during any season in the foreign countries can trigger chaos, crisis and confusion.Leave the valley apart and think of Jammu city.Whenever it rains or the city is hit by a light storm there is sudden breakdown in electricty and drinking water supply.This clearly indicates that the entire transmission system in Jammu and Kashmir has outlived its utility and calls for a major upgradation. The renovation and upgradation cannot be done in a haphazard manner.It has to be done under a master plan so that the power tranmission sytem is built underground leaving no scope for rain, snow, winds to cause any damage to the transmission lines. It is a massive project and the contribution of the ruling coalition in gener al and the always on the move Omar Abdullah could be remembered for years to come if the two manage to get the project prepared and cleared by the Government of India. New Delhi's consent is ncessary because the cash starved state needs financial assistance from the centre for revamping and upgrading the entire power transmission system. This alone may not end power shortage. Side by side the Go vernment has to concenrate on formulating scheme aimed at building mini and micro power generating plants. At times one is told that the Indus Water Treaty is a hurdle in the programme of increasing power generation and at other times financial stringency comes in the way of setting up major power projects. This problem can be resolved by setting up projects that have the capcity of generating on MW to three MWs. Let Omar sit down with a team of experts and work out a progr amme on building mini power projects which alone can resolve electricity crisis if that scheme is backed by renovated power transmission system. |
