Jammu not a doormat, it will decide its own fate | Kashmir Issue -- IV | | Neha Jammu, Jan 12: Yes, it is true that the people of Jammu province suffered enormous socio-economic and political losses during all these 64 years of the state's accession to India. But it's also true that they sacrificed their legitimate interests and allowed New Delhi to do whatever it wanted to bring the Kashmiri leadership and its highly indoctrinated anti-India constituency to the national mainstream. They suffered losses cheerfully for a larger cause. It is hardly necessary to underline here the fact that all the sacrifices made by the people of Jammu province during all these years if accession have gone down the drain. The Kashmiri leadership continues to try its level best to undo all that has been done so far in Kashmir and force New Delhi to throw in the lot of the people of Jammu province with it and suffer more losses at its hand. The fact of the matter is that neither New Delhi nor the Kashmiri leadership has ever appreciated the role the people of Jammu province played during all these years to keep the Muslims of Kashmir, especially a dominant section of the Kashmiri society in good humour. It is this particular section which has been ruling the state since October 1947 and, at the same time, creating difficulties after difficulties for the nation in the Valley and making concerted attempts at eroding and destroying the very identity and personality of the people of Jammu province. Not just this, there are elements in Kashmir and New Delhi who have been using very harsh language against those in Jammu province who have refused to toe their line on Jammu and Kashmir and demanded reversal of the Kashmir policy, which, according to them, has created more problems than resolving the ones the nation faced at the time of accession and caused unrest in Jammu province on an unprecedented scale. The attitude of the people of Ladakh towards the Kashmiri leadership and New Delhi has been no different. Their attitude and the attitude of the people of Jammu province is identical. They, too, have refused to endorse any suggestion that drives them away from the national stream and forces them to link their socio-economic and political fate with the Kashmiri leadership. In other words, what the Kashmiri leadership wants and what New Delhi has been doing are utterly unacceptable to the people of Jammu province and the trans-Himalayan Ladakh. They are master of their own destiny and no one can dictate them. They are no longer prepared to accept the position of servitude and subordination, as the Kashmiri leadership offers with the ultimate object of paving the way for regional autonomy within autonomous or independent Jammu and Kashmir. The people of Jammu province, like the people of Ladakh, would accept no teacher in the art of the proposed autonomy except autonomy itself to exercise all rights available to the rest of the Indians under the Indian Constitution, and not under the Jammu and Kashmir Constitution. It is impossible to achieve such a dispensation without breaking the connection with Kashmir and the Kashmiri leadership. The existing system and policy cannot go on for ever. Almost everyone outside the government in Jammu province and Ladakh is singing the same song - you cannot go on governing in the same spirit; you have got to deal with the people of Jammu province and Ladakh and their aspirations, urges, needs and compulsions whatever you may think of them. Be sure that before long the people of these two provinces will throw in their lot with those demanding trifurcation of the state. A change, if not a revolution, is imminent. But one thing is very clear: The people of Jammu and Ladakh are two most important factors in the situation and as such should be recognized as powers with which the Kashmiri leadership and New Delhi have to deal. The Kashmiri leadership and New Delhi would commit a blunder if they refuse to look all these facts in the face. Hence, the best course for them would be to recognize the ground realities in the state and reorganize the state forthwith. This is the only option available. To go in for an option, other than this, would be only to provoke explosions in Jammu province and create more difficulties. (Concluded) |
