Hunt begins for SVC, IAS babus on job

Jammu, Jan 12: Names of retired as well as serving IPS and IAS officers have begun making rounds in various corridors of civil secretariat and in the influential political circles for being appointed to the high profile State Vigilance Commission (SVC).
Though intense lobbying is nowhere physically evident but rumour mongers have begun circulating names of two senior IPS officers for the coveted post. These include present DGP Kuldeep Khoda (IPS) of 1974 batch and retired IPS officer Dr. Ashok Bhan of 1976 batch. These two officers are being discussed across all the circles as top contenders for the post of Chief Vigilance Commissioner (CVC).
Sources maintain that if the government goes by merit, one of the two is likely to be chosen to head so-called 'independent state information commission'. They added that both have ability to run the commission smoothly and make it a vibrant institution against corrupt officers and rampant corruption in the administrative system across the state. Of the two, Bhan has remained non-controversial throughout his career.
Bhan's is regarded as upright and capable police officer. Bhan retired as Director General (DG) Prisons. He is a recipient of Police Medal for Gallantry, President's Police Medal for Distinguished Service, Police Medal for Meritorious service, Wound Medal, Sher-i-Kashmir Medal for Gallantry, Sher-i-Kashmir Medal for Meritorious Service and the Chief Minister's Medal for Honesty and Integrity.
Bhan was member secretary of "Expert Committee on Reorganization of J&K Police" and drafted J&K Intelligence Manual, Jammu and Kashmir Vigilance Manual and SSG manual for security of Chief Minister. Currently, he is a member of National Security Advisory Board (NSAB) and Chairman of the Jammu and Kashmir Regional Branch of the Indian Institute of Public Administration (IIPA). Sources said that Bhan supersedes all other prospective candidates for the prized posting.
Though not an aspirant, Bhan has remained low profile throughout his career and has served conscientiously at all the postings during his 34 year long career. Even a few of detractors accept that Bhan would never personalize issues and has throughout his career gone by the merits of case. They accept that Bhan has never had vindictive attitude and has remained a straightforward officer of highest integrity.
He has never involved himself in controversial and petty issues. His policing skills have been appreciated at all levels. Khoda, on the contrary has exceptional policing skills and like Bhan, is also known for not coming under any kind of pressure. He has also won several awards and rewards for his exceptional policing skills. But a case of alleged Human Rights Violation, which recently made the headlines of a national daily, is likely to act as spoiler.
Case is pending for disposal in a court and government would prefer to see Khoda getting a clean chit before he is considered for any other assignment. Another man, whose name is likely to come up for discussion is former Chief Secretary S.S. Kapur. Kapur started his service career in Jammu and Kashmir as SDM, Ramban (1976-78), and went on to serve in various capacities, both in the field and the secretariat.
He served as deputy commissioner of Leh and Jammu districts, managing director of the Jammu and Kashmir Tourism Development Corporation Limited, excise commissioner and divisional commissioner, Kashmir in the relatively turbulent times. He held the charge of the administrative secretary of key departments like agriculture, tourism, higher and technical education, industries and commerce, planning and development and home.
Though it is not known, whether the IAS lobby would actually sponsor his name or not but a particular official coterie of IAS officers is likely to project his name for CVC. Present Commissioner of State Vigilance Organization (SVO) P.L. Gupta who still has three years of service left is also being rated as strong contender owing to clean track record. Commissioner/Secretary Mohammed Sayeed Khan, who is retiring by end of this month, if not elevated as member of Public Service Commission (JKPSC), would be among top contenders for members of SVC.
Another man making a mark would be a local IPS officer, who has served for most part of his time in terrorist hit parts of the state. Though the IPS officer has not shown any inclination of joining the commission, sources said that an influential quarter of officers and politicians is backing up his name.
What is essentially being argued in Jammu and Kashmir is that SVC should be very strong to fight the growing menace of corruption. A senior administrative officer said that there are so many competent, upright and capable officers in Jammu and Kashmir who can serve the society in a much better way, given their acquaintance with the local issues and conditions. He believes that a major issue for Jammu and Kashmir is how efficiently bureaucrats would help selection committee headed by Chief Minister Omar Abdullah, with the Leader of the Opposition, Mehbooba Mufti, a Minister of CM's choice and Minster for Law and Parliamentary Affairs, Ali Muhammad Sagar, as its members.
Choices that will be made by the selection committee will depend upon the quality of information that it will be provided with by the General Administration Department. Proper choices can be made only if full and accurate information about each candidate is available. Collecting this information is not the job of the Chief Minister or the other members of the committee. This is the job of the bureaucrats. If they do not provide all information - positive and negative to the committee then the committee cannot do it job of picking up candidates of impeccable integrity.
