AFSPA imposition- there is logic to it: Army Chief

New Delhi, Jan 14: The chief of army staff, General VK Singh has sounded caution that the separatist infrastructure in Jammu and Kashmir was still intact, and there was need to remain watchful in 2012. He also favoured continuation of AFSPA in Jammu and Kashmir and said "there is logic to it - tomorrow if something happens, then reimposition will be very difficult".
Talking to a leading national daily, General VK Singh said even as 2011 passed of somewhat peacefully, the art of protests however was kept alive. "Some protests have been for roti makaan, some have been for local issues. If you see the number of protests or stone-throwing incidents, they are still there.
He said there was need to look at the future in a pragmatic manner, "to see how things can go wrong. Army chief said "we had a very bad year in 2010. There was a calendar put out by separatists and the Kashmir cell of the ISI, they wanted to do specific things - (but) they realised the people were not with them, no matter what was engineered. In 2011, these groups reassessed the whole situation. They found that people suffered economically in 2010. So you find that 2011 is comparatively better on the economic front", he said.
General Singh said that there were 42 µterror camps, out of which three or four are active at any time,
communication centres were intact and a large number of terrorists waiting there. "To say that everything is hunky dory is a bit premature," he said.
Army chief said that AFSPA should not be lifted as its re-imposition at the time of need would be difficult. "As an army man, all I will say is, let us be cautious and practical. Look at Assam, where we have had army operations for a fairly long time. The AFSPA is in place there are much larger swathes of Assam where the army does not operate, but AFSPA has not been done away with. There is logic to it - tomorrow if something then reimposition will be very difficult he said.
