Retired Electrical engineer heads Computer branch in SMVDU! | | | Early Times Report
JAMMU, Jan 17: Following the sensational disclosure of the appointment of a simple graduate as a Professor, another identical case of according a preferential treatment has surfaced at Shri Mata Vaishno Devi University (SMVDU) which suggests a glaring example of favoritism and nepotism prevailing at the higher institution of learning in the state. Retired from the Punjab Electricity Board, ML Garg, who has done Bachelor's degree in Electrical Engineering and Masters in Science (M.Sc) was appointed as Professor in Computer Engineering Department in October 2007 in sheer violation of the guidelines of the University Grants Commission (UGC). Further, Garg was re-employed to the post of Professor in December 2011 and presently heads the Computer Engineering Department. He has also been entrusted with the job of Dean College of Engineering. However, Garg did not posses appropriate qualification required under standard procedure both at the time of his appointment as Professor and when re-employment in the department to the same post. At the time of his appointment in 2007, he was given the top position knowing that the person was not from the concerned branch of Computer Sciences. In addition, the then Vice-Chancellor of SMVDU threw all norms to the winds to accommodate his own men at the top places caring little for the consequences. As per the UGC guidelines, an eminent scholar with a Ph.D degree in the concerned discipline besides a minimum of ten years of teaching experience in college or university or, for that matter, an outstanding professional, with established reputation in the relevant field with significant contributions to the knowledge in the concerned discipline, to be substantiated by credentials, is only eligible for direct appointment as Professor. Again, on his re-employment as Professor in the same department, the basic norms were violated. As per the UGC guidelines, the institution shall follow certain principles while re-employing the retired teachers. The UGC notification issued to all universities in February 2008 reads: There shall be vacancies of teachers at the university department, remaining unfilled for at least one year. However, a re-employed superannuated teacher shall not be eligible for holding administrative or financial responsibilities at the institution or elsewhere. But in the case of ML Garg, he was re-employed as soon as he retired after attaining the age of superannuation (62 years) in December 2011 and then assigned the job of Director Computer Sciences and Dean College of Engineering. When contacted, Registrar of the SMVDU, Roop Avtar Kour said, "I don't know what had happened in 2007 when ML Garg was appointed as Professor in Computer Sciences. But this time, we have only re-employed a person from Computer branch as Professor following the fresh guidelines of 2010 for re-employment." |
