30000 gaddis living in J&K, Baglihar commissioning in 2008, assistance for apni mandis available: Govt in LC

Minister for Social Welfare Haji Nissar Ali today informed the LC that the population of Gaddi in the state is estimated on the basis of figures given by Registrar General of India during 1987 is around 30,000, there is no Passi community registered in the state, however, Sippies are residing, whose population is estimated to around 10,000 with their habitation in Doda, Udhampur, Kathua and Jammu districts.
The Minister was replying to a question by Ch. Lal Mohammad Sabir.He said population of scheduled tribes as per census report of 2001 is around 11.05 lakh. Replying a supplementary Minister mentioned other 12 scheduled tribes communities of the state.
Replying a question by Mr. Bilal Ahmad Khan Lodhi the Minister of State for Power Peer Mohammad Hussain said with the expected commissioning of the major projects like 450 MWs Baghlihar-I HEP under state sector and 390 MWs Dulhasti HEP under central sector in the near future, there will be a significant step forward in achieving self sufficiency in the Power sector. Besides various projects are under execution and proposed during 11th five year plan for the purpose. Mini Hydel Projects are allotted for development to Independent Power Producers (IPPs) in accordance with the State Hydel Policy, he added.
Replying to supplementaries the Minister informed the House that state is trying to harness the available attention for power generation and added Baghlihar HEP having capacity of 450 MWs is scheduled to be commissioned by December, 2008 and 77% civil works have been completed.
In reply to another question by Mr. Ghulam Nabi Lone Mr. Hussain informed the House that no new receiving station and distribution sub-stations. However, he said out of 700, sub-stations established 364 sub-stations have been completed and work on remaining sub-stations will be taken in future. The project of APDRP for district Srinagar and Budgam was scheduled to be completed by 2006-07 but it may spill over to 2007-08. He said APDRP scheme of Srinagar and Budgam districts is a combined scheme and Rs.104.27 crore have been incurred in these district so far.
In reply to a question by Mr. A. R. Tukroo, Minister of State for Rural Development, Mr. Javaid Mustafa Mir said that Primary Health Centre, Brakpora, Anantnag stands completed/roofed and the doors/windows stands also fixed. However some minor works like electrification and water supply will be executed. The construction work on the said PHC was started during 2001-02 and Rs.26.43 lakh have been incurred. Chairman Mr. Abdul Rashid Dar directed the government to make the PHC fully functional by ending January 2007.
Minister for Agriculture Mr. Abdul Aziz Zargar in replying to a question by S. Arvinder Singh informed LC that J&K fish production is getting encouraging supply from the government and two national fish seed farms at Kathua and Mansbal, 16 fish farms and 28 trout rearing units are being maintained by the fisheries department. Besides, there are 1272 community/village ponds in which Fisheries department provides seeds for stocking. In addition, 188 private fish farming units have been set up in the state under the PM’s package.
The Minister further said that the government has already developed necessary infrastructure for production of trout and carp in the state both in public and private sector during 10th five year plan. During 11th five year plan emphasis would be laid to increase fish seed production of commercially important fish species like Indian Major Carps and trout seed production, to rehabilitate endemic fish fauna in the state, development of fisheries in high altitude lakes especially in Ladakh region, to promote sport fisheries in the state, to create mass awareness and other recreational avenues by establishing aquaria and breeding or ornamental fishes and to get better market facilities etc, he added. He said to achieve the target several thrust areas of activities have been identified and during 2007-08 an amount of Rs. 815 lakh is being proposed for Fisheries sector in the state. In Jammu region the department has 8 fish farms and 4 trout rearing units. The fish production of Jammu division covering all six districts has reached to 11960 tons.
Replying suplementaries raised by Mr. B. A. Naz and Mr. Brij Mohan Sharma the Minister said that all the 1200 fish ponds are functioning satisfactorily and the government is encouraging unemployed educated youth interested to establish fish farms and is providing loans under this sector.
Minister for Transport Hakim Mohammad Yaseen in reply to a supplementary raised by S. Arvinder Singh informed the House that in response to High Court orders a 11 members committee has been constituted for examining the condemnations of old vehicles and said name of the transporter to be nominated by the Legislators in the eleven Member Committee government will incorporation in the committee. However, in reply to main question, the Minister said that in an appeal filed by Motor Transport Companies of the state, the Hon’ble Supreme Court of India vide Order dated 24-11-2006 kept in abeyance the orders of Hon’ble High Court J&K as far it pertains to 25 years old commercial vehicles till the Hon’ble High Court further examines the matter, modifies it or reiterates it.
He further said that the High Court in its order dated 28-11-2006 directed an Expert Committee to be set up to examine the issue of the age of commercial vehicles and submit its report within three weeks which report shall be placed before the High Level Coordination Committee and thereafter stand of the Government be formulated and placed before the court within two weeks thereafter.
He however said the Expert Committee has submitted an interim report to the Chief Secretary and application has been filed before the Court on 32-12-2006 to grant extension of time to finalize the report with the help of and as per availability Mr. Bhure Lal, Member, UPSC and Planning Commission.
In reply to another question by Mr. Ali Mohammad Sofi the Minister said that the traffic police has been regulating/enforcing the traffic movement on all roads as per the standing rules/regulations issued by the competent authorities. The High Court has relaxed the ban imposed vide order dated 27-10-2005 for plying of 15 years old or older commercial vehicles from time to time and the case is subjudice before the high court. He further said the personnel of traffic police have been working with utmost dedication to ensure better management of traffic on roads. The traffic police has to regulate the movement of about 6 lakh vehicles of the state, besides other hundreds of vehicles entering into the state from other parts of the country. This has been due to efforts by the traffic police that movement of the vehicles on roads is ensured in a safe way/manageable trend.
Minister of State for Power Peer Mohammad Hussain in reply to a question raised by Mr. Ghulam Nabi Lone on behalf of Mr. Nizam-ud-Din Bhat that no hydel power project using water resources in Bandipora and Gurez has been commissioned. However the Minister informed the LC about various stages of implementation of identified projects in Bandipora and Gurez like Athwatoo having capacity of 10 MW, Asthan Nallah with capacity of 1 MW, Arin SHP with 6 MW capacity, Tulel SHP 1.85 MW and Kishenganga having capacity of 330 MWs. He said that no project on Panar Nallah has been identified.
Replying a question by Farida Mir, Minister for Horticulture Mohammad Dilawar Mir informed the House that government intends to promote for fruit production and cultivation of fruit trees in the state. He also said that assistance for setting up of Apni Mandies is being provided @ 50% on the total cost of Rs.15 lakh provided land for the purpose is made available by the local community free of cost. Two such sites have been identified at Mendhar and Mandi in Poonch. He said government also provides incentives for setting up of processing units with 33.33 % back ended capital investment subsidy.
In reply to another question by Mr. Mohammad Sultan Panditpori Mr. Dilawar Mir said that Lolab valley is already on the tourism map of the state and assured the House that infrastructure would further be strengthened from tourism point of view.
Mr. Dilawar Mir in reply to a question by Mr. B. A. Naz informed the House that the water supply scheme for Jeera Loran to Bulni Markote has been prepared at an estimated cost of Rs.155.67 lakh and is being taken up under Bharat Nirman Programme. However, two separate schemes namely water supply scheme Loran and water supply scheme Markote are in progress under RSVY and added that Kunjah Loran is closed scheme. However, Rs.0.75 lakh have been released for improvement of its distribution system during current year.
Replying to another question by S. Praduman Singh Mr. Mir informed the House that the existing water supply system in Jammu city is being rehabilitated through ERA under ADB assistance. A total of 51 Tube Wells with the approx cost of Rs.25.50 crore are being drilled in Jammu Urban Area. A Total of 60 storage structures with the approx cost of Rs.385 crore are proposed to be added by 2008, besides, worn out pipes replacement at various locations with the approx cost of Rs.110 crore is also to be taken up. Filtration Plant Boria having 1.8 MGD capacity with the cost of Rs.2.10 crore is likely to be commissioned during the current financial year, he added. He said Rs.198.66 crore under City Development Plan (CDP) to be funded by JNNURM is currently under submission to Government of India for 95 tube wells along with the related infrastructure proposed to be drilled in Jammu city to cater to the need of water su
