Deputy Chief Minister Tara Chand "following" footsteps of Advisors or Chief Minister?

Jammu, Jan 18: Is Congress stalwart and Deputy Chief Minister Tara Chand following footsteps of Advisors of Chief Minister Omar Abdullah, notwithstanding the fact that he is Second in Command as per the hierarchy in NC-Congress coalition regime?
Well, one can just have a flashback of political as well as government activities occurred in past over a week.
A week ago, following suspension vehicular movement on Jammu-Srinagar national highway, due to inclement weather conditions, heavy hundreds of people remained stranded in Jammu. Irked over the dismal response from the government, the affected people blocked road and staged protest. It was Political Advisor to chief minister Devinder Singh Rana who along with a team of senior officials visited General Bus Stand and persuaded the protestors. He also passed necessary instructions to the officials for proper care, food and shelter for the people.
However, again on January 16th, when the National Highway was closed to heavy snowfall and incessant rains throughout the state, hundreds of people again got stranded in Jammu. Taking note of the same, this time, it were Advisor to Chief Minister Mubarak Gul and Minister of State for R&B, Javed Ahmed Dar along with a big cavalcade of senior officials including Divisional Commissioner, Jammu, Deputy Commissioner, Jammu and senior police officers, who reached the people and announced for opening of Yatri Niwas at Bhagwati Nagar till the national highway re-opens. Gul and Dar also directed the officials to start free food and other required arrangements specially for ill person, women ad children. It led to big slogans in favour of National Conference.
Even, CPI (M) Legislator, a senior politician of the state, Mohammad Yousuf Tarigami too came and interacted with stranded passengers and took stock of the measures taken by the government.
Surprisingly, Deputy Chief Minister Tara Chand, who heads Congress in the coalition appeared at General Bus Stand, here yesterday, despite the fact he was very much in the winter capital city in past couple of days.
The Deputy Chief Minister was also caught on wrong foot when he directed the officials for necessary arrangements for affected people as such instructions/directions were already passed separately by Gul and Rana. According to eye-witnesses, Tara Chand repeated almost most of assurances, which were given by NC leaders.
Congress' failure to act promptly in the period of crisis does not end here as similar activities were seen in Kashmir valley where a full team of NC ministers was already on tenterhooks and in touch with affected people and also having close liaison administrative officials and also informing about the steps taken to Chief Minister Omar Abdullah.
On the other hand, PCC president Saif-Ud-Din Soz too got late while asking Ministers Peerzada Sayeed, Taj Mohi-ud-Din and Raman Bhalla to reach out to the people and ensure proper supply of essential provisions, food, milk kerosene oil, LPG Cylinders etc.
Political observers too opined that "even while holding equitable authority of decision making in the coalition, Congress is playing a second fiddle role. Be it Ghulam Nabi Azad group of Saif-Ud-Din Soz group, the respective ministers siding by both the groups acting late while handling the crisis that occurred due to inclement weather condition". "It has directly given all credit to NC as it were its Ministers that reached to the affected people first both in Kashmir valley as well as here in Jammu," political observers further opined.
