| On seeing the present state of Jammu and Kashmir, one can easily say that it is the state of mismanagement . From power supply to water supply and water supply to medicine supply nothing seems in order . The people of the state, earlier known for dying while demand Azadi ,are now getting killed while protesting for power supply and water supply . The latest example is the killing of a 12th standard student of Boniyaar block of Baramulah district . The boy was shot dead by the men of CISF on the second day of January 2012 when a procession of protesting people for power supply had been passing near NHPC installation in the area . For this shameful act of the state, Chief Minister Omar Abdullah sought unconditional apology from the family members of the deceased and described the killing as an unwanted and unfortunate .The apology of the Chief Minister is sufficient proof that the head of the state has admitted the failure of his system. This is not first time that Chief Minister Omar Abdullah sought any apology from the victims of the unfortunate incidents mostly done by his state machinery . It would be much better to say that present chief minister has completed three years only with the support of apologies he has been seeking from the people for one after an other incidents, but he never made any correction in the system which forces him to beg apologies . Though chief minister may have satisfied the family members of the deceased in Boniyaar by seeking apology and extending handsome compensation to them, but the best way was that the chief minister should have fulfilled the demand of the people as well for which the deceased was protesting and got killed . The best way was that the Chief Minister should have ensured from the site of the incident that there would be no protest for power supply in future at least during his tenure in the state . But unfortunately, he is just killing the time as he knows that he has no political future in the state of Jammu and Kashmir . In fact, the power crisis erupted in the state of Jammu and Kashmir due to the mis management by the government . During the previous coalition government of the state, then government had set some norms and regulations for power supply . The employee of the government were given salary after the presentation of proper NOC from the electricity department regarding the clearance of dues . Similarly, even for the admission of the student in class one needed NOC from electric department . Though for the time being , the move was not liked by the power thieves but the government was able to supply uninterrupted power supply . It was Farooq Abdullah of National Conference at that time who was exploiting the people that his government had never made such rules and regulations for power and even he had used abusive language against then chief minister Mufti Mohammad Sayed . Any way , Mufti had charged the rent and supplied power . The present crisis erupted due to the non payment of dues because of which the state government is unable to purchase the power .The state is not only crying for proper power supply, even the condition is same for water supply , ration supply and even the medicines are not available in the government run hospitals . These are some of the basic needs of the people which the government has not full filled . It is also fact that present chief minister Omar Abdullah had contested his election only in the name of basic needs of the people . And he had promised that his election had nothing to do with Kashmir issue and he was seeking votes only for the sake of Bijjli paani and sadak . But he seems to have failed on this front too . As per political observers, the basic reason of his failure is that he was not being taken seriously by the people in the system . Even his ministerial colleagues don't take him seriously and most of the corrupt people in the system are happy with his leadership as they enjoy free hand in his regime .The failure of the system and mis management can be gauged with the fact that in the current days our chief minister monitors personally snow clearance in the towns of the state which is the job of some municipal officials and PWD men. Though chief minister might have tried to give the message that he hooks each work personally but the move was taken negatively by the analysts and observers saying that the chief minister's personal monitoring of snow clearance in each town suggests that he was not sure that his officials would take his instructions seriously . Unfortunately, the strategists in Delhi have never looked the Kashmir problem honestly and they always looks every thing by connecting it with anti India philosophy . In fact, the major cause of the Kashmir problem is miss governance . Whenever people took to streets against the miss governance they were labeled as anti India by the forces in power in Jammu and Kashmir . This has always been trend in the state. If you want to hide your miss deeds, you label the voice raiser or whistle blowers as anti India . While the fact is that behind every agitation and movement in Kashmir, the root cause has been social injustice .
