Development project too face halt, courtesy inclement weather | | | EARLY TIMES REPORT
Jammu, Jan 19: Normal life continued to remain paralysed not only in the Kashmir valley and Ladakh regions because of heavy snow and subzero temperature the weather related problems have affected daily routine of people in the remote and hilly areas of the Jammu region too. Government sources confirmed reports that work on various development projects, including building roads, drains, Panchayat Ghar, Patwar Khanas besides mini power projects and drinking water supply schemes has been halted because of adverse weather conditions. The sources said that the in various areas in the Kashmir valley work on different development projects has been suspended not only because of snow and subzero temperature but also as a result of migration of a large labour force from the mountain locked Kashmir valley to the plains where they eke out their living by working on various projects. Finding that there was no work for them in Kashmir because of adverse weather conditions these labourers and artisans migrate to the plains where they are in demand on various development projects. During the last over 30 years labourers, masons and carpenters from the plains have been seen working in the Kashmir valley on different development projects and in the fields and orchards. And the non-local labourers are in great demand during sowing and harvesting season. People in Kashmir prefer non-local masons, labourers and carpenters for building houses and shops for low labour rates. However, with the valley buried under snow both local and non-local labourers and artisans have migrated to the plains with the result the Government agencies are unable to get skilled labourers for resuming work on unfinished projects. The ruling coalition leaders plan to re-raise the issue with the centre regarding granting concession in terms of utilizing funds on different projects beyond the stipulated period and coalition leadership want centre should allow some more funds under the annual plan to be utilised during the next year too so that there was no curtailment of funds on account of delay in the submission of utilisation reports by the state Government. The state wants this concession because the working season in major areas of the state does not exceed beyond seven to eight months in a year on account of adverse weather conditions and the temporary flight of the labour force. |
