KPS officers getting raw deal in promotions.....? | | | Bharat Bhushan JAMMU, Jan 19: KPS officers have alleged a raw deal in promotions as compared to the IPS regular recruits. "Be it the issue of a promotion in job, or an unpleasant situation, KPS officers are mostly at the receiving end," a police source said. He said while IPS officers got promotion after every four years, the KPS officers had to wait for six to eight years for their promotion to the next rank. "Such a system has affected the career of KPS officers. Many of them cannot become even DIGs, or IGPs in their lives," the source said. "While KPS officers struggle to move from SSPs to DIGs, RRs rise to the rank of ADGs and DGPs," he added. In the last 30 years, only three KPS officers -- Peer Ghulam Hussain Shah, M M Khajuria and Jeelani Pandit -- had risen to the rank of DGPs. Though Ashok Bhan and Kuldeep Khuda are the other two locals to become DGPs, they are RRs. The source said there was an emergent need to make promotion of all the police personnel time bound. This was must to raise the morale of KPS officers, he opined. He said when RRs indulged in "unlawful" activities, DGP and other senior police officers had always come to their rescue and saved them. "But when a KPS officer is faced with such a situation, he is immediately booked under all relevant sections of law," he regretted. The source said there were several instances of RRs taking law in their hands but they were never booked. When a RR's involvement had figured in the incident of firing in which a youth was killed at Domana some time back, the then DGP had given Rs 1 lakh to the bereaved family to cool down tempers, he informed. He said had it been a KPS officer, the authorities would have definitely booked him under law. The source said there should be no discrimination in dealing with the cases of "misuse of power" against KPS officers and RRs. |
