JAMMU, Jan 21: Prof Mohan Paul Singh Ishar has been appointed new Vice-Chancellor of Jammu University, the premier institution of higher learning in Jammu province. He could assume the charge anytime, most likely in the next week. It is a good development. Good development in the sense that the University of Jammu would see a local academician heading it after more than a decade. The black period that witnessed only deterioration at all levels under the vice-chancellors imported from the Jawaharlal Nehru University, which is known for producing scores of mercenaries like Amitabh Mattoo. These JNU dons not only vitiated the academic atmosphere on the campus, but also promoted activities the University of Jammu had never witnessed since its inception in 1969. It saw the organization of assemblies, debates, discussions and seminars all aimed at preparing in Kashmir-like situation. These JNU dons spent most of their time in politicking and ruled the roost by taking recourse to the policy of divide and rile. They pampered sycophants; they promoted sycophants; they employed the sycophants to tour certain countries to preach anti-India views and advocate the cause of Kashmiri separatists; they discouraged academics and purchased the purchasable sections of teaching faculty by offering them top positions to manipulate things and do wrong things; they subverted the established norms and appointed and promoted those who neither deserved appointment nor promotion. They promoted the sycophants from the rank of lecturer to the rank of professor and from the rank of a PA to the rank of virtually registrar/professor in no time. They put at very sensitive and top places who could not write correctly even a single paragraph and who know nothing about finance. Those who know finance and the rules were sidelined and even harassed. The last more than one decade witnessed deterioration in academics, examination system, teaching, administration, financial bungling and misappropriations and petty-minded and over-ambitious members of the teaching faculty putting at stake even their self-respect for cultivating the ever-eager JNU dons and obtaining positions. The fact of the matter is that the past decade would be remembered as the black period in the otherwise glorious history of Jammu University. The level of deterioration could be gauged from the fact that Prof Y R Malhotra was the lost teacher of Jammu University who headed this institution and that happened long ago, in the 1990s. The task of Prof Ashar is not that easy. Yes, it is true that he knows much about the University of Jammu because he is a fine product of this House of Learning. But he was with this University long ago when the campus environment, teaching faculty, administration and students were all inspiring and when the University of Jammu looked like a university, an educational institution in the real sense of the term. Prof Ishar has to start from a scratch. He must make sure that the coterie which the JNU dons had created or the coterie that surrounded the JNU dons , who used this highest temple of learning as a launching pad, is nowhere in sight. He has also to ensure that teachers charged with administrative responsibilities in the registry are sent back to their parent departments so that they discharge the duties they are supposed to. Such a step would end the rat-race for patronage and promote teaching and research. He has also to cleanse the administration and the examination wing of the undesirable, besides looking into the working of such directorates as the directorate of distance education, directorate of college development and ensuring that the teachers are present in their respective departments during the office hour and classes are running smoothly, regularly and on time. In other words, he has to streamline everything. One must hope that Prof Ishar would restore the University of Jammu to its pristine glory and undo all the wrongs committed by the JNU dons. |
