CB lacks infrastructure, scientific gadgets | | | Early Times Report Jammu, Jan 21: Lack of proper training, poor infrastructure and modern gadgets and deficiency of manpower has rendered the Crime Branch of state police force redundant and so the hopes of eliminating crime or providing checks and balances to control the crime dying down systematically. The Crime Branch of the Jammu and Kashmir Police Force which was once popularly named as CBI of state to combat all forms of crime, has been rendered toothless and so the hopes attached with the organization to eliminate or at least check the ever-growing crime in organized as well as unorganized form. The data available with this correspondent suggest that for about 150 cases registered with the state Vigilance Organization (VOA), there are 22 Prosecuting Officers while for about 450 cases registered with the Crime Branch there are only 7 Prosecuting Officers available with the state's crime investigating wing. At present 7 Superintendents of Police are associated with Vigilance Organization while on the other hand there are only 4 SPs associated with the Crime Branch. Interestingly there are a couple of senior officials who are working with the Crime Branch for last 7 or 8 years which in no way is a healthy sign. On the other hand re-organization of Crime Branch as per the categorization of crime like economic offence, Cyber/IT crime, organized crime, law enforcement crime has been a distant cream as the functioning of the crime branch has not been reviewed or years together. Re-organization of the Crime Branch on the pattern of CBI should have been the top most priority to institutionalize combat crime in the state. It merits a mention here that all the branches of CBI are working separately with each wing like ATS headed by an Inspector General of Police. Taking into account the poor infrastructure and deficiency of manpower, there seems hardly any difference between a police station and crime branch. So for Crime Branch of Jammu and Kashmir has not been modernized. There should have been Automatic Fingerprinting Identification System (AFIS) if not a full fledged Forensic Laboratory available with the Crime Branch to modernize its crime investigating mechanism when the fact remains that all other states in the country have developed AFIS. All though the state government lay emphasis on modernizing the Vigilance Organization but the crime branch of the state police force needs a lot of attention if the government is serious in combating the crime in the state. Pertinently the Vigilance Organization deals with the cases of corruption under Prevention of Corruption Act when on the other hand the Crime Branch deals with all kinds of cases under all substantive laws and acts of the state. |
