RTI reveals "Topper Scandal" | | | Early Times Report Srinagar, Jan 22: Every topper has a different story to tell, a story that would inspire others and boost their morale as well. But the success story of Muhammad Najiullah who topped the Naib Tehsildar examination conducted by Services Selection Recruitment Board (SSRB) last year is far from being inspiring and has startled all. Najiullah topped the Naib Tehsildar examination securing 118/120 marks in written examination and 13.5 /15 in interview but his success has raised many question over the fairness of the whole selection process. After more than a year since the State Government has filled 111 vacancies of Naib Tehsildar (state Cadre) through JKSSRB, an RTI activist has exposed the misdoings of the members of the board. The first notification for the examination was issued in April 2002 but it was after a gap of almost seven years that the entrance examination was held in which 33,000 candidates appeared. Muhammad Najjiullah s/o Mohd Shabir Ahmad Shah of Pampore in Pulwama district had completed his graduation in 2008 and in the same year applied for the post of Naib Tehsildar. Najjiullah has a very poor academic record. He has secured 33.6 % marks in his matriculation exam in 1996, 41.5% in class 12th exam and completed his graduation after a gap of 1o years with 41.6% marks. Najjiullahs very selection and his topping the list have raised many questions. One is baffled to understand how a candidate who has never secured more than 41% marks in his whole academic record has topped the list which such high marks. It is interesting to note that the students with good track records have managed to secure not more than 95 marks in the examination. After the academic record of the topper has been made public in an RTI reply by SSRB, the deserving candidates who were left out smell a foul play in the entire selection process. They allege that there were 10 incorrect questions in the examination which could have made it impossible for anyone to score 118 marks. "SSRB authorities should explain how Najjiullah with such poor academic record and 10 incorrect question could score 118/ 120" said one of the candidates who were left out. The candidates feel aggrieved that despite lodging several complaints, no action has been taken by the authorities into the matter. They are now demanding a thorough probe strict punishment for the guilty. There are several reasons which raise questions to the credibility of the whole selection process. The aspirants who failed to find a place in the list claim that it was in September 2009 that SSRB has published the provisional merit list of candidates. But the name of the topper was not published in the list and his result was shown withheld against the serial order no. 138. Then it was a month later that another list was published with the name of the topper but his marks left unmentioned. It was only after a gap of seven months that the final list came out on the Internet. The candidates alleged that it was Najiullah father who influenced his selection . Mohd Shabir Shah worked as the law officer of the JKSSRB for long time and was transferred form JKSSRB few days ahead of the conduct of the exams .Shabir is said to have a close association with chairman of JKSSRB Board RD Bhagat
