Early Times Report
Jammu, Jan 23 : In comparison to the Youth Convention held recently at Pune in which the call for achieving political goal of Homeland echoed, the youth of the Kashmiri Pandit youth under different banners converged under one umbrella of 'Youth Convention' at Jammu today , which saw the pitch raised for complete implementation of the PM's Employment Package for the community. The organizers decried what they termed as partial implementation of the package in addition to voicing concern over inadequate facilities for the youth who have opted for working in various districts of Kashmir. The convention was organized under the aegis of Youth All India Kashmiri Samaj led by R. K. Bhat in which newly appointed KP youth under PMs Package, over aged youth of the community, Relief Holders and other youth who are waiting for remaining posts participated in order to express their individual concerns on various aspects of the Employment Package in front of the Relief and Rehabilitation Minister Raman Bhalla who was chief guest. Though there were various issues that came up for expression openly at the convention, the bottom line of the concern echoed by the organizers was that government must pay attention towards the unimplemented aspects of the employment package, this being the issue of survival of the community and young generation in particular. " We tried to raise the issues of survival through this convention…..we did not touch upon any other things not even return module because that comes later , though a prime concern of all of us", said RK Bhat , president of YAIKS. The convention was organized in support of the burning issues of youth covered under employment package like their security, facilities , accommodation etc in Valley, he added. "The dimension of the discussion and thought process of our organization has changed as we have to focus on youth and we take care of every thing that concerns their safety…..we cannot afford to say anything that amounts to putting the youth of the community in trouble", Bhat said. He further said that PMs Relief and Rehabilitation Package announced long back in April, 2008 has not been implemented in toto.. " therefore the circumstances have forced us to restart the struggle so that it will reach to its logical conclusion". He said out of 6000 jobs under PMs Package, the 3000 posts were to be borne by Central Govt. and remaining 3000 by State Government only 1468 posts under GOI category were filled till date while no advertisement was made for the remaining 3000 posts by the State Government. Raman Bhalla in his address to gathering assured that the said demands are already under implementation process. He also assured that Government is committed to mitigate the problems raised in convention for the youth of the community especially for those who intend to work in Kashmir valley. Other demands that were raised during the convention included immediate implementation of Cabinet Decision No 143/19/2011 dated 19.08.2011 and filling up of non joining posts,Advertisement of remaining 3000 posts under State sponsorship. In employment component of the PMs Package only 1438 candidates have joined in the Valley against the created posts, One time compensation in favour of over-aged youth of the Community as they have been ignored from Govt. services since last two decades besides the present appointments, enhancement of cash relief in favour of migrant relief holders, releasing of relief benefits and pending salaries in favour of newly recruited employees in Valley under PMs Package,Proper separate accommodation for newly recruited employees in Valley, Teachers Training may be postponed till March due to lack of infrastructure and proper accommodation setup in Valley.
