No headway in appointment of Secretary to Cultural Academy, autonomous body continues to be headless | | | Early Times Report JAMMU, Jan 23: The delay in appointment of Secretary to J&K Cultural Academy has rendered this autonomous body headless for over last three months. Though the artists, scholars and intellectuals are pressing hard to government to take a decision in this regard and select the secretary of the academy without further delay to make its functioning proper and smooth, the government till date has not taken any decision in this regard. According to sources the chief Minister, Omar Abdullah who is the president of the Academy is reluctant to give a final ok to the name of the incumbent to head the Academy. The CM has been given various representations by the art lovers and he is also under constant pressure to select the new secretary among the penal of five prominent persons related in the field of art, culture and literature. The bio data of these intellectuals and scholars is already lying with CM's Office but till date the file has not been cleared by him for obvious reasons, sources said, adding the Cultural Minister is not also interested in appointment of the secretary of the academy on the pretext that he will not have much control on the autonomous body after it gets a full-fledged secretary. Sources said lack of initiative on the part of Cultural Ministry is one of the main impediments in the appointment of secretary to the academy. And it was the row between him and former secretary of the academy that Zafar Manhas was shown the door. This was candidly admitted by the Minister who during a recent function organised by Academy here said that he had shown the door to ex secretary. But keeping this autonomous institute headless for a long is not in the larger interests of the artistic community of the state, sources said. Among the biodata of six persons which is already lying with the government included additional secretary of the Academy, Savita Bakshi, former deputy secretary, GR Hasrat Gada, Aziz Hajni, Ayaz Rasool Nazki and Shafi Shouq. The autonomous body can be headed by any retired person provided he has not exceeded the age of 65. Sources said the academicians, artists and intellectuals while stressing on immediate appointment of secretary to the autonomous body said that a man from civil services can't have proper know how as how to run this autonomy body dealing with art, culture and language. The institute is not functioning to the proper satisfaction of the masses as it till date has failed to print the second edition of Neelmat Puran, Krishan Joo Razdan's Bhagwat and Kulyat-e-Mehjoor. The sources said that the government is also under the constant pressure to make the academy broad based by setting up separate academies like Sahitya Academy, Sangeet Natak Academy and Lalit Kala Academy. Sources said every state in the country have the three separate academies except J&K and the state government is not taking an interest in this regard. |
