Congress hoodwinking Jammu to woo Jammu | Politics Of Deceit & Bluff -- II | | Neha JAMMU, Jan 24: The Congress performed somewhat better in 2002 and captured 20 seats. It entered into an alliance with the PDP and remained in power till July 7, 2008, when the Ghulam Nabi Azad-led government under pressure from Jammu. The Congress didn't do anything to give effect to its election manifesto. It did not constitute delimitation commission. Nor did it work for the establishment of the promised regional development board. It could have very easily set up delimitation commission and regional development board, but it didn't. It was obvious that the Congress threw its election manifesto into the dustbin to keep the Kashmiri leadership in good humour. The Kashmiri leadership, everyone knows, opposes the demands in Jammu seeking fair representation in the Legislative Assembly and a definite political instrument that enables them to manage their own affairs themselves as per their needs. The Congress's alliance partner, PDP, did all that it could to fulfill the promises it had made to the people of Kashmir. The Congress consistently boasts that it implemented the Wazir Commission Report. This is a false claim. It is simply a desperate attempt at hoodwinking and misleading the people of Jammu province. The Congress didn't implement the Wazir Commission Report. It implemented the Ghulam Nabi Azad's unilateral, irrational and Kashmir-centric decision. In other words, it implemented the Wazir Commission Report in a wrong way. His government created four districts in Jammu, as against three recommended by the Wazir Commission, and it also created four districts in Kashmir, as against one recommended by the Commission. Azad publicly accepted that he establish an equal number of districts in Jammu as well as Kashmir because he believed in the principle of justice and equity, as also because he wanted to treat both these provinces equally. He also acknowledged that he set up four districts in Kashmir despite the fact that there was no demand in the Valley for more districts. What the Azad government did in this regard could be construed as a classical example of politics of deceit and bluff. How else should one describe the fact that while Kashmir got ten districts at the rate one per less than 1600 square kilometers, Jammu an equal number of districts at the rate one per more than 2600 square kilometers. The Congress again came back to power, in collaboration with the NC, in January 2009 and it continues to share power with it. Did the Congress during all these more than three years take any step to fulfill the promises it made during the election campaign or through its election manifesto that was made public with great pomp and show at the Press Club Jammu? It did not. The Congress leadership perhaps doesn't know if it had ever made any commitment to the people of Jammu province. On the contrary, the NC has virtually rendered the Congress and the Congress ministers ineffective for all practical purposes and has been working day and night to give effect to its election manifesto. As a matter of fact, the NC is using the Congress to not only implement its own pernicious agenda to further widen the already rather wide gulf between the state and New Delhi but also to cause more harm to the people of Jammu province. It is a different story that the Jammu-based Congress ministers hoodwink and mislead the people of Jammu province almost everyday saying that the present dispensation is the most fair dispensation and that the people of Jammu province have been getting what is their legitimate due. The Congress needs to discard its politics of deceit and bluff. The people of Jammu province are not fool. They know who is doing what. Two days ago, a Kashmir-based senior Congress leader and former Cabinet Minister, Abdul Gani Vakil, bemoaned at Samba saying the attitude of the state government to the problems facing the people of Jammu province is not positive. He was right. But the question is such statements just cannot end the Jammu's night of discontent and despair. They want concrete action on the ground, as they have come to believe that it is basically the Congress and New Delhi who have been responsible for their all round neglect and degeneration. They term the seemingly pro-Jammu statements as hollow and misleading statements aimed at drawing away their aspirations. (Concluded) |
