Besides AFSPA it brings into focus rotten system

JAMMU, Jan 24: The Supreme Court rap on the Army in the alleged fake encounter in Pathribal in Jammu and Kashmir prompted Chief Minister Omar Abdullah today to say that the need for partial revocation of the controversial AFSPA in the state has been brought back to focus.
Omar also regretted that justice has not been delivered even 12 years after the encounter in one of the travesties of justice system.
While Omar regrets denial of justice to the Pathribal victims, he failed to make a mention of the victims of Chittisinghpora massacre.
Chittisinghpora massacre, pertinent to mention, took place when National Conference was at the helm of affairs in the state. The human rights groups and even the separatists demanded a probe into the massacre. However, the demand was rejected without assigning any reason.
A few days later a Pathribal incident took place. The state government ordered a probe. Experts suggested DNA profiling of the slain youth. The opinion of the experts was fudged and it evoked a severe reaction on the floor of the Legislative Assembly. Sensing the mood of the angry legislators, Dr Farooq Abdullah ordered another probe into the fudging allegations. The probe has not been concluded till date. Had the findings of the probe been made public, the culprits would have been brought to justice. The AFSPA would not have come in the way.
Again vital evidence was tampered in Shopian rape case. This time Omar Abdullah was running the show. If it had been honestly concluded, the relatives of the victims would have got justice.
The debate on AFSPA is purely academic and was triggered with a purpose. Before questioning the role of the armed forces, Omar has to set his system in order to prevent miscarriage of justice at the hands of bureaucrats who resort to fudging and tampering of vital evidence.
