Govt faced with new challenge of 'empowerment'
MLAs ask for 'defining their specific powers' - - All Party meeting moots panel of legislators to prepare 'report'

Jammu, Jan 25: The NC led coalition government is yet to settle the issue of empowerment of Panches and Sarpanches, is faced with a similar challenge from the institution of Legislature where MLAs are asking for 'defining the powers' they are entitled to apart from enjoying the specific privileges. The government will form a committee of MLAs which will have members from all political parties on board who will suggest in what areas MLAs want empowerment . This is what emerged as consensus in the All Party meeting held two days back of the MLAs led by the Speaker of Assembly Mohammad Akbar Lone with the Chief Minister Omar Abdullah.
Sources said the MLAs cutting across party lines have put their foot down asking the Chief Minister that government must define specific powers which an MLA should enjoy in terms of functional aspects of delivering and the rights and privileges that are or should be meant for them. Sources said it was perhaps for the first time that MLAs from ruling parties and opposition asked for powers in unequivocal manner , contending whereas in every in system right from judiciary to political executive, top level bureaucracy and all administrative units as also in Police, powers have been defined for people at the helm , it is only the legislators who have been left out.
Sources said during the meeting with Chief Minister even though the MLAs did not mention specifically anything about the issues of some reservation they have in giving full powers and rights to the newly elected panches and sarpanches, but the reference in which they have sought and asserted for defined powers was explicit in that direction. Even though the MLAs asked for increase in their CDF, hike in sitting allowance (when the session is held), famlily allowance etc, the Chief Minister agreed in principle over all these demands and even announced hike in CDF to Rs 1 cr. However, the main area on which the members of all the parties asserted which remained unsettled was that of 'empowerment'. The MLAs themselves mooted that a panel of the members from both the Houses would discuss threadbare the issues of concern in respect of functional empowerment and give suggestions which they desired to be announced by the government at the earliest.
Prior to the meeting with CM All Party Meeting convened by the Speaker on Monday had the specific agenda of seeking powers by the Legislators wherein all the members unanimously voiced concern over what they feel that it is only the institution of legislature where the 'powers' have not been defined by the government.
