This is how Omar Abdullah ended his Republic Day speech. The verse, however, evoked a sarcastic response. Only last fortnight the state administration got disturbed by three inch snow. Omar dedicated the next three years to inclusive development. He announced a grant of Rs one lakh to each Panchayat for development works. This `generosity' also did not go well with various quarters. What shall the panchayat do with Rs one lakh? Omar alone knows. The Chief Minister also talked about softening the Public Safety Act (PSA). For his information, the legislation can be softened by an amendment. Does he have the required members in the legislative assembly for effecting any changes in PSA? Omar hailed the people for their contribution in making 2011 year of peace and development. While development still remains a distant dream, the Chief Minister did not say 202 persons including 71 security men lost their lives during the `peaceful' year. Development is measured by a different yardstick. Panchayat elections or Public Service Act is all paper work. Development has to be tangible and must be felt on the ground. No such thing is visible in any part of the state. This was pointed out by the Union Home Minister during his visit to Srinagar last year. In typical Jaspal Bhati style, the Chief Minister said that the state cabinet held 26 meetings last year made 227 important decisions aimed at public good, development and good-governance. He said that his government approved Jammu and Kashmir State Forest Policy, Drug Policy, Energy Conservation Policy, Hydro Electric Development Policy, State Litigation Policy, Micro and Mini Hydel Projects Policy. However, the only policy that the government did not frame is the policy of implementing the cabinet decisions. On political issues the Chief Minister said that his government set in motion the dialogue process through Interlocutors who have submitted their report to the Centre Government. He expressed the hope that the Centre Government would consider it positively. Well Mr Chief Minister, the interlocutors were appointed by the Union Government.
