The forgotten Singhal Committee Report | Jammu Youth & Jammu Leadership -- II | | Neha JAMMU, Jan 26: The member of Singhal Committee met teachers and students to discuss ways and means which could ensure proper representation of the Jammu youth in the state's technical and professional colleges, especially medical colleges. The representative of teachers and students point out that "There was growing regional disparity and the students of Jammu region were being discriminated against, especially in the admission to medical colleges. The selection test conducted by the Competent Authority did not ensure fair share to Jammu region with the result that over the last few years the number of seats got by Jammu region was constantly declining while that got by Kashmir was constantly increasing disproportionately to the size of population of the two regions. It was also pointed out by them that the result of class XII examination of J&K Board of School Education for Jammu and Kashmir divisions was about 55 per cent and 14 per cent pass, respectively, which picture was not reflected in the Entrance Test selection list for MBBS?BDS 1997-1998". Among the various allegations leveled by the representatives of teachers and students regarding the conduct of the MBBS/BDS test for 1997-1998, one of them was that the Entrance Examination of 1997-1998 was "not fair". There was considerable delay in declaration of result which raised lots of doubts about the reliability of the examination. It was also alleged that "chairman of the Competent Authority is not qualified to hold the post according to the constitution of the Authority". It was also alleged that "daughter of Controller of Examination (who hailed from Jammu) of the Competent Authority had appeared at the MBBS Entrance Examination and it needs to be looked into, if she received any undue advantage". While making suggestion for removal of regional disparity, it was submitted by the representatives that it would be advisable (a) "to have two separate agencies for Entrance Test for Jammu and Kashmir divisions or (b) the existing Competent Authority be asked to conduct separate Entrance Test for Jammu and Kashmir divisions for all the professional courses, as was then done for B. Ed and other polytechnic diploma courses. Even the J&K School Board had been holding separate examinations for Jammu and Kashmir divisions. Ladakh might be given its share in both the regions". It was mentioned by the teachers and students that "in Maharashtra there is already the practice of region-wise selection for professional courses and that Orissa and Karnataka propose to do the same". They suggested that "they want that no Jammuites should be admitted in the medical colleges located in Kashmir" and "similarly, all the seats in Jammu medical colleges should be reserved for Jammuites". They also suggested that "a few seats should be reserved for the Ladakhis in all the medical colleges in the state in proportion to their population". They asserted that "nothing short of this would be acceptable to them" and that "if the government is not agreeable to it, there would be much more serious agitation". They had suggested that the admission rules as applicable in the Universities of Kashmir and Jammu be adopted and implemented immediately in the Medical and Engineering Colleges in the State". The representatives of Chamber of Commerce and Industry (CCI) also met the committee members. They, among other things, suggested that "students should be allowed to counter check the answer sheets", that "the Competent Authority should be restructured so as to consist of a Council, an administration unit and an examination unit", that "the tenure of the Council should be of three years and the chairmanship of the Council be rotated among the members of Jammu and Kashmir regions every one year", that "the office of the Competent Authority should be situated outside the Secretariat so that a student can have an easy access" and that "banks of questions in various subjects be got prepared". The Singhal Committee, in addition, met with the representatives of the Bar Association, Jammu (BAJ). The BAJ suggested that "there should be two competent Authorities for J&K State and the candidates of Jammu region should be selected for the educational institutions which are situated in the Jammu region and the candidates of Kashmir region should be selected for the recognized educational institutions situated in the Valley." Besides, the BAJ suggested that the "merit lists of both the regions should be prepared separately". As for the Ladakh region, the BAJ suggested that a "suitable number of seats be reserved for the said region in both the regions".
