Jugal directs for acceleration of RD works as per prescribed norms

Government contemplates to accelerate the tempo of Rural Development Works under execution in the state under various centrally sponsored and state sector schemes. The schemes included SGRY, BADP, schemes under District plan and Education sector, MPLAD and MLA’s constituency development fund.
This was stated by Minister for Rural Development, Mr. Jugal Kishore Sharma while presiding over a meeting of high level officers convened to take stock of the achievements registered under various sectors across the state during this financial year.
The meeting discussed threadbare the guidelines framed by the central government for implementation of various centrally sponsored schemes.
Like SGRY, implementation of schemes other than centrally sponsored schemes, like BADP, District Plan works, schemes of Education sector, MPLAD and CDF, procedures to be adopted for purchase of key material, allotment of works by BDO, dispensing with requirement of estimates works upto Rs. 1 lakh maintenance of employment register under SGRY and conduct of field visits.
Mr. Jugal Kishore impressed upon the officers to execute Rural Development Works strictly as per the prescribed guidelines of the central government. He directed that the works completed must be authenticated by the concerned ACD’s and Executive Engineer before the final payment is released in favour of the contractors. He asked to execute such works in the rural areas due to which major population is to be benefited. He directed for use of quality material for construction of various works including model villages, verified by the ACD’s and Executive Engineer. He asked the concerned officers to prioritise the works and maintain their records properly.
Mr. Jugal said that centrally sponsored schemes are aimed at to provide job opportunities to the rural youth, adding that concerned officers must maintain register indicating properly the number of un-employed youth who have been benefited under SGRY and other schemes.
The Minister directed to constitute a high level officers committee to monitor the works being executed, material used and results obtained.
Among others the meeting was attended by Secretary Rural Development Department Mr. M. S. Khan, Additional District Development Commissioner Mr. Saurav Bhagat, Director Rural Development Department Jammu Mr. G.R. Baghat, Director Rural Development Department Kashmir, Director Rural Sanitation J&K, Superintendent Engineers (REW) Mr. F.A. Jan, District Panchayat Officers, ACD’s and Block Development Officers of Jammu division.
