Do re-employment seekers deserve any sympathy ? | | | Is it fair?Is it genuine?Or is it part of the game when one feels upset over the way rules are twisted to help one against the other?Such malpractices are seen in every segment of state administration in Jammu and Kashmir.Such practices,better would be to call it malpractices,are being committed in other states in India but the level of such practices continue to be higher in Jammu and Kashmir than in different states in the country.Take the instance of allowing employees,bureaucrats or senior officers to remain in the seat of power even after having reached the superannuation period.Here again rules are twisted whenever there is need for assisting some favourites in the state administration to prolong his or her stay in the Government service even after having reached the age of retirement.What is painful is the practice of pick and choose adopted by those in power in helping their favourites to avoid the pain of facing retirement from the services. At times some senior bureaucrats have been in the habit of feeding their masters in the council of ministers with the story pertaining to the need and importance of raising the retirement age.Yes,those in the non-IAS and non-IPS cadre in the state services do deserve to be at a par with those in the central services as far as the retirement age is concerned.If in some bureaucratic circles efforts are being made for raising the retirement age of state cadre employees from 58 to 60 one need not question it. Those who are for raising the retirement age to 60 year talk about the need for parity between them and those in the central services.But what is amazing and against the rules is the way some bureaucrats manage to get their services extended after retirement.In such cases ministers are wooed through fair or foul means and at times extension in services is being achieved in the name of indispensability.Well in the administrative set up there can nothing be like indespensibility because people have been posted in various segments from the time of appointment to the time of retirement.This way nobody can claim to be jack of one trade. Employees,including the officers are usually jack of all trades thereby giving a lie to those who help their favourites to get their services extended in the name of indispensability. Equally amazing is the way bureaucrats manipulate things to suit their interests or the interests of their favourites.It has happened in Jammu and Kashmir during the last several years and is going to happen in future also.Whenever the Government announces ban on extension in the services of any employee or bureaucrat the officers manipulate a new term.The new term in practices in Jammu and Kashmir these days is reemployment.Under this system the employee or the officer retires on the stipulated time and even after being given a warm farewell on his or her retirement he or she is reemployed for a year or two.The monthly emoluments are fixed weeks after he is back in his chair. Bureaucrats have the knack of convincing their masters(ministers) about the need for reemploying particular employees or officers.In case the Government bans reemployment the bureaucrats manufacture a new phrase for prolonging the stay of their favourites in the Government services. They then take recourse to employment on contract basis. Even autonomous Boards,including the Board of School Education and the universities besides the public sector enterprises are brought under the ambit of these “manufactured rules.” Moves are afoot these days by some senior officers,who are on the verge of retirement, trying to cultivate the Minister for Higher Education, through all means at their disposal,for allowing them a chance to get reemployed.Is it fair ?Is it genuine? Only the Minister for Higher Education can comment on such reports. |
