The forgotten Singhal Committee Report | Jammu Youth & Jammu Leadership -- III | | Neha Jammu, Jan 27: After holding detailed discussions with the representatives of teachers, students, Bar Association Jammu and Chamber of Commerce and Industry, the Singhal committee made several recommendations for safeguarding the interests of candidates belonging to all the three regions of the state. Some of the important recommendations were: (1) "The Competent authority may conduct a common examination for entrance in Engineering and Medical Colleges of the State, but separate merit lists should be prepared for the candidates belonging to the three regions". (2) "The admission rules as prevalent in Kashmir and Jammu Universities (as per their Acts) be adopted for admission to the Engineering and Medical Colleges affiliated to the respective Universities. Accordingly, all the seats available in the Government Medical College, Jammu, private medical, Jammu, and Government Engineering College, Jammu, be earmarked for the candidates belonging to Jammu region and all the seats available in the professional and technical colleges in Kashmir be earmarked for the candidates belonging to Kashmir region". (3) "Certain seats, however, may be reserved in each University for candidates belonging to Ladakh region in proportion to its population as the latter does not have any medical or engineering college". (4) "Where a University of the State does not offer any particular course in any of its professional and technical colleges and the same is available only in another University, the seats for that course will be open and may be filled by the candidates from one or more regions in accordance with the merit list declared by the Competent Authority". (5) "The present practice of reservations in allocation of seats for various categories (SC/ST/females etc.) may continue to be followed by the respective University. The students under the reserved categories should, however, be selected strictly according to the merit list of the Competent Authority with the proviso that marks secured should not be less than 50 per cent in case of SC/ST and 60 per cent in other cases. The reserved seats remaining vacant for want of qualified candidates may be filled under the open category. As it is, even a candidate with less than 35 per cent marks at the Entrance Test got admission under the reserved category". (6) "Admissions to all professional colleges should commence by the first week of August each year". (7) "The number of seats for admission to MBBS in Srinagar should be suitably increased. Recognition of a new private medical college, which is understood to be in the process, may be expedited". (8) "Presently the Competent Authority appears like any other Department of State Government. It needs to be granted adequate autonomy. The State Government may continue to exercise its supervisory control over the Authority, while devolving it autonomy to devise and implement its mode of working. It is in the larger interest of education that autonomous bodies conduct Entrance Test for professional courses, the role model of which has been set up admirably by the CBSE". (9) "There should be clarity about the roles and functions of the different senior officials of the Authority. As it is, there does not appear to be adequate clarity in this behalf". (10) "The senior officials may have a maximum tenure of 3 years in the Competent Authority. They may not be eligible for re-appointment to avoid developing vested interests". (11) "The office of the Competent Authority should be located as far as possible outside the Civil Secretariat premises so that the students can have an easy access to the office".
