'8-member committee formed to prepare draft for amendments'
Row over empowerment of Panchyats

Srinagar, Jan 28 : The row over empowerment of sarpanches and panches has forced the Speaker Legislative Assembly, Mohammad Akbar Lone to constitute a committee which would look into the matter, sources told . After the recent announcement of Chief Minister Omar Abdullah and Minister for Rural Development, Ali Mohammad Sagar that newly Panchyats would be empowered, sources said, several MLAs and MLCs have expressed their apprehensions that such a move could undermine their authority.
In the three-tier Panchyati Raj System sarpanches and panches elect chairmen of Block Development Councils and the legislators oppose such a move. They demand that the chairmen of the BDCs should be selected by them only.
Sources told that the 8-member committee, headed by senior NC leader, Choudhary Mohammad Ramzan held its first meeting in the chamber of the Speaker on Friday. They said initially senior PDP leader Muzafar Hussain Beigh was asked to head the committee. However, after his refusal, Ramzan has been assigned the task.
"In the backdrop of proposed empowerment of Panchyats, the Assembly members demand that their powers must be defined," official sources told .
The committee with MLAs G M Saroori and Abdul Majeed Wani (Congress), Nizam-ud-Din Bhat (PDP), Mir Saifullah (NC), Harsh Dev Singh (Panthers Party), MLCs Murtaza Khan (PDP) and Ravinder Sharman (Congress), as its members, has been formed to prepare a draft of amendment which would be moved in the ensuing assembly session, sources added. However, sources said that Murtaza Khan of PDP walked out of the meeting in protest. Khan confirmed to that he didn't attend the meeting. "My party's stand is empowerment of Panchyats that is why Beigh sahib refused to be the chairman of the Committee. If Omar sahib and Sagar sahib say they want empowerment of panchyatas then what is the problem," he asked. Khan claimed that they were not in favour of any amendments.
