The forgotten Singhal Committee Report

JAMMU, Jan 28: The Singhal Committee report was comprehensive. It looked into the complaints of the Jammu youth dispassionately and without fear or favour. It adopted holistic attitude while suggesting measures to safeguard the interests of the youth of Jammu, Kashmir and Ladakh. The Committee candidly acknowledged that there existed glaring disparities between Jammu and Kashmir and that the demand of the Jammu youth that all the seats available in the Jammu-based technical and professional institutions be earmarked exclusively for them was both reasonable and justifiable.
As mentioned, the Committee urged the State Government to adopt the admission policy as envisaged in the Jammu and Kashmir Universities Act of 1969. In other words, it suggested that all the seats available in the Jammu-based technical and professional institutions be made the sole preserve of the Jammu youth and all the seats available in the Kashmir-based similar institutions the sole preserve of the youth belonging to the Valley. Besides, the Committee recommended a fair share to the Ladakhi youth both in Jammu-based and Kashmir-based technical and professional institutions taking into consideration the fact that the trans-Himalayan Ladakh didn't have any such institution. Even today Ladakh has no such institution.
It needs to be noted that it was the representatives of teachers and students who had urged the Committee members to provide adequate safeguards for the Ladakhi youth. Such was the approach of those who launched a full-scale movement for justice in Jammu province in February 1998.
It is a matter of deep concern that the State Government has not implemented any of the Committee's recommendations till date. With the result, the Jammu youth continue to suffer. Their share even in the Jammu-based technical and professional institutions is very inadequate. Believe it or not but it is a fact that while the Kashmir-based institutions have become the sole preserve of the Kashmiri youth, they have also been accommodated in large number in the Jammu-based technical and professional institutions.
One can understand why the successive Kashmiri-dominated governments in the State have not implemented the Singhal Committee report. For, they are not just Kashmiri-dominated, but also essentially or patently Valley-centric. But one fails to understand why the Jammu-based leaders, including those part of the government or sharing power have forgotten the report, which was the result of the efforts of Jammu youth. Remember, the Jammu youth had suffered because of the reign of senseless brutalities unleashed by the State Government, reign of brutalities that had no impact whatever on the determined and committed Jammu youth. It is the Jammu leadership which has defeated the Jammu youth.
It is time for the Jammu leadership to take up this issue. The Jammu and Kashmir legislature is scheduled to meet next month. It would be an appropriate occasion for the Jammu legislators, both part of the government and in opposition, to work as one man and force the authorities to implement the Singhal Committee report so that the Jammu youth get what it legitimately deserve in the Jammu-based technical and professional institutions. They are not demanding share in the Kashmir-based institutions; they simply want the State Government to create a separate Competent Authority for Jammu province and ensure full representation of the Jammu youth in the Jammu-based professional institutions. Will the Jammu leadership rise to the occasion and identify itself with the Jammu's just cause? (Concluded)
