70 % Kashmiri youth opposed to gun culture: A study | | | Though 70 per cent of the youth in the Kashmir valley are opposed to the gun culture,they continue to be disillusioned with the mainstream democratic politics practised by non-separatist political parties.As a result not more than six per cent of the youth in Kashmir have joined the mainstream political parties.This has been revealed in a survey conducted by the Delhi based Institute of Research on India and International Studies.The Institute had been engaged by the Ministry for Home Affairs to carry out the survey which was done in the six districts of the Kashmir valley namely Srinagar, Anantnag, Kulgam,Budgam, Baramullah and Bandipore. Since majority of the youth in the valley feel disenchanted and disinterested with the mainstream political parties they do not approach mainstream political leaders for finding a solution to the problems during critical situations.What could be music to the ears of Kashmiri Pandits,who had fled the valley in 1990,is the revelation in the survey which has shown that 67 per cent youths in Kashmir favour return of these Pandits to the valley despite the fact the majority of the youth were turning to Islam which could be seen a diversion from the age-old sufi culture and the culture of shrine believers. Notwithstanding the fact that 61 per cent youth have been attracted to religious sermons they continue to evince concern over growing corruption.For them corruption and corrupt practices are number one problem which is followed by human rights violations.The study reveals an interesting facet of the mind of the youth in Kashmir when it says that even while being bothered by the evil of corruption more than 50 per cent of the youth has not voted so far in any election.In fact they do not seem to have beeen told that their vote could change the political scenario in Kashmir.But there is some slight improvement in this sphere because the study has revealed that 12 per cent of the youth in Kashmir has taken part in casting their votes during the elections. Despite their urge for receiving bigger financial assistance from the Government of India and its help in increasing job avenues for the educated youth in Kashmir more than 54 per cnt youth in the valley favour Azadi.Not more than six per cent believe in the promulgation of Islamic rule as the end product of Azadi.The study gives a lie to Syed Ali Shah Geelani's belief that majority of people in Kashmir favour the state's incorporation with Pakistan.It says not more than six per cent youth want liberation from India. If the findings of the Institute are read between the lines the political scene in Kashmir is not very gloomy.Despite various aberrations that have taken place during the last over 20 years the situation in Kasmir can be retrieved if the ruling coalition improves its governance or performance. So long the coalition Government continue to be a non performing entity the level of disillusionment in Kashmir may rise. This means that the Government of India needs to monitor the day to day steps that the state Government has been taking.The centre needs to monitor the utilisation of funds allotted for various projects including the centrally sponsored schemes. Delhi has to ensure that the benefits of these development schemes reached people. While trying to initiate measures for wooing Kashmiri youths to the mainstream politics steps need to be taken in hand for removing regional imbalance by ensuring equal distribution of political power and funds in the Jammu region. If a major section of youth in Kashmir continue to be disenchanted with mainstream politics it is not the fault with the system but with the style of governance.
