Omar's AFSPA campaign has also surprised people

NEW DELHI, Jan 29 : Jammu Kashmir Chief Minister Omar Abdullah has expressed surprise over army response to proposed revocation of AFSPA. While the army has a reason to express reservations over the proposed revocation, the Chief Minister's campaign for repeal of the legislation has also surprised saner elements especially in the Valley.
According to human rights defenders, the Jammu Kashmir Police top the list of the perpetrators. Shockingly two officers have been charge sheeted till date for their involvement in fake encounters. No action has been taken against personnel involved in serious crimes. Omar in his capacity as the Home Minister of the state has failed to bring such personnel to justice. AFSPA does not apply to the local police. Under state laws sanction top prosecute the erring personnel is to be given by the Home Minister. Omar should have set an example by bringing the erring policemen to justice before launching a campaign for revocation of AFSPA.
On the contrary the National Conference governments have always shielded the culprits. Former Chief Minister, Dr Farooq Abdullah now talks about Pathribal case. The incident took place during his regime. The enquiry committee sought DNA profiling of the slain youth. The report was fudged and Dr Farooq ordered an enquiry into the fudging on the floor of the legislative Assembly. The probe, most probably, is still going on. If Farooq shielded the culprits then, he has no right to seek justice now.
Similarly the incumbent Chief Minister failed to show prudence in Shopian rape case. The evidence was tampered. To put it plainly Omar was interested in shielding the culprits then. How can he talk justice now?
Commenting on the Supreme Court opinion in Pathribal case, Omar said: "What happened in Supreme Court is a pointer. Of course, if you take recourse to AFSPA to say that this matter can't be transferred to civil court then you have to try it yourselves. You can't take this defense that we will not transfer it to civil court but we will do anything about it ourselves. That means there will be no justice. No system can allow that. So either you transfer it or try the case and deliver the justice yourself. These are the only two options. The option of doing nothing is not available. Not doing anything is not an option," he said.
Hasn't Omar been doing the same? He too has been exercising the option of doing nothing although it is not available.
