Pakistan to explain self rule during composite dialogue process in March this year: Azad

Calling upon all political groups to talk on the outcome of Indo-Pak dialogue process, Chief Minister Gh Nabi Azad said Pakistan will explain its self rule proposal during the composite dialogue in March this year. Replying to the debate on Governor’s address to state legislature in legislative council at Jammu today, Chief Minister in a detailed statement said the proposals of Pakistan President General Parvez Musharaff on self rule, demilitarization and joint control will be discussed during the proposed composite dialogue process scheduled for March 13 and 14 this year.
Elaborating Chief Minister said “ the self rule proposals of Hurriyat Conference, PDP and Congress can be interpreted different and Pakistan will explain its self rule proposal”. Stressing that Kashmiris will have to talk on the outcome of Indo-Pak dialogue process, chief minister said Prime Minister and Power Minister of Pakistan are schedule to visit New Delhi in the first week of April this year, he hoped the proposed political parleys scheduled to be held between India and Pakistan in March and April this year will be result oriented. Alleging that some people are hurling abuses in the name of demilitarization, Chief Minister said “Pakistan President General Parvez Musharaff being a soldier can’t afford to seek withdrawal of troops in the name of demilitarization. To me demilitarization means reduction of troopers deployed in the state”. Elaborating he said, “ troops are meant for defending the borders. We should not be afraid of demilitarization.”
However he said since militancy is continuing unabatedly in the state and militants continue to carry out fidayeen attacks, we will have to ask Pakistan to help in bringing the situation back to normalcy to facilitate return of army to barracks. The Chief Minister, according to KNS Correspondent covering the assembly proceedings in Jammu, was blowing out with sentiments and while pointing towards some political groups he advised them not to talk demilitarization just to enjoy cheap publicity. Calling upon one and all to contribute for the success of Indo-Pak dialogue process, Chief Minister said rights violations are committed by both the sides and cited killings of innocent civilians, children, women and security forces as examples of the brazen violation of human rights.
Touching upon the issue of Roshni Act of his Coalition Government, Chief Minister said the farmers sea a ray of light in the proposal historical legislation captioned “Roshni Act’, but regretted that BJP has launched a vicious campaign against the act as the party used to do for demanding abrogation of article 370 of Indian constitution guaranteeing a special status to Jammu & Kashmir state. Launching a scathing attack on both BJP and National Conference, Chief Minister said the top BJP leader occupied the position of Chief Minister thrice in the past, but regretted to say that he forgets abrogation of article 370 while in power and makes high pitch noises on the demand of abrogating the article 370 while in opposition.
Asking National Conference to hail the Government for implementing the Roshni Act introduced by erstwhile Farooq Abdullah regime, Chief Minister said Farooq Abdullah Government asked for 100% payment, but the present Government brought it down by 10%. Pointing towards National Conference legislators Chief Minister said “ you make the law, but on failing to execute the same you start opposing others”. Stating the no one compensated for donating the land for Kathua-Jammu railway track and same was the case with those who did not possess ownership rights of the land acquired for Qazigund-Srinagar railway track, Chief Minister said the cost of land will automatically go up, when they will get the ownership rights. Touching upon the issue of raising the emoluments of RT teachers, Chief Minister regretted and said “no one talks about the increasing of resources. One who talk about rule of law is the worst person on Kashmir soil and people talking honesty are hated by one all and all”. Calling upon the legislators to lead people on right path, Chief Minister said most of the elected representatives deviate from the path like a cat.
