Counter insurgency and anti- infiltration plan being reframed in J&K

Jammu, Jan 31: Security and intelligence agencies, besides the Army, are engaged in the framing of counter insurgency and anti-infiltration plan in Jammu and Kashmir following reports that groups of militants were being assisted in sneaking into the state.
Official sources said that while the Army functionaries were going to carry out a survey on the extent of damage to the border fence in the snowbound areas so that repair work was carried out wherever the fence had been snapped by heavy snow. This step is being taken to ensure that militants were not able to cross into Jammu and Kashmir for giving teeth to subversive violence.
Reports said that agencies across the border were worried over the marked drop in the level of militancy related incidents which had cast a gloom the camp of separatists. The security agencies, reports said, have been asked to upgrade their security grid against infiltration bids and against attempts at regrouping and at carving out new hideouts. A recent survey carried out by the union Home Ministry in six districts of the Kashmir valley has indicated that over 70 per cent youth in the valley were opposed to gun culture still the security forces have been told to be on the alert because agencies across the LoC were sending groups of militants equipped with sophisticated weapons and latest communication gadgets into Jammu and Kashmir. According to sources said that orders for upgrading the security grid were given after reports revealed that agencies across the LOC were waiting for border routes to become accessible. These routes had become inaccessible because of heavy snow. However, still militants had made over 30 infiltration bids from across the border which were foiled by the troops during the last four months. According to these sources, drop in the activities of militants had forced the separatists to be on the defensive. They said any fresh hike in militancy related violence could encourage separatists for launching a fresh campaign against the mainstream politicians.
