| Jammu University needs total revamping | | VC's Priorities | | NEHA JAMMU, Jan 31: Prof Mohan Paul Singh Ishar replaced Prof Varun Sahni as Vice-Chancellor of Jammu University just four days ago (December 27), thus ending the JNU domination over this premier institution of higher learning. His task is not that easy. He knows it full well. He has to stem the rot in the university and cleanse it of undesirable elements put at crucial positions by his predecessors, particularly Amitabh Mattoo and Varun Sahni, and restore this institution to its pristine glory. He is a product of Jammu University and he knows that this university had many academicians of national and international repute when he did his post-graduation some 34 years ago, as he is an alumni of Jammu University. He did his masters in Chemistry in 1978. Prof Ishar yesterday held his first meeting with Deans of the faculties and departmental heads to know and understand the state of things prevailing on the campus. From what he said it became clear that he took no time in understanding what ails the institution. Addressing the Deans and departmental heads, he underlined the need to bring on track examination system and asked all the concerned HODs and officers for "early clearance of files relating to university administration to avoid the mess". He, in fact, censured his predecessors without naming them for obvious reasons. Besides, the new Vice-Chancellor reflected on his priorities and urged the Deans, departmental heads and officer in the registry to help him achieve his objectives designed to improve teaching and research, streamline the examination system and make the university administration efficient, accessible, responsible and accountable. Some of his priorities included holding of examination and declarations of results on time or within the statutory period so that the students do not suffer owing to any delay, evaluating answer books inside the campus, supplying Xerox copies of answer sheets to all the students to surmount the problem of re-evaluation, formulating the 12th Plan on time and clearing of files relating to university administration to avoid the mess". The priorities that he listed need to be appreciated. What the question to be asked is: Will he be able to achieve his stated objectives? Yes, he can achieve all of them provided he maintains distance from those responsible for creating mess in the university. Everyone on the campus knows who these vested interests are and who have spoiled the institution. They are not so numerous; their number is very small. He has also to put right persons at right places and ensure that the teachers take classes regularly and on time. Besides, he has to ensure the return of teachers holding administrative positions to their parent departments so that they discharge the duties they are supposed to. Not only this, the new Vice-Chancellor has also to ensure that this great institution of learning is not allowed to be politicised by politicians. There are elements in the political establishment who have consistently tried to erode the university autonomy and officilalise this institution like Governor-General of India Lord Curzon did in 1904-1905 through the Indian Universities Act. The responsibilities of the new Vice-Chancellor are many. Let's pray that he comes up to the expectations of the people of Jammu province to which he himself belongs. |
