Need to end parallel centers of power in Congress in J&K | | | ET Report JAMMU, Feb 1: It is a case of either parallel authorities or the case of authority within authority in the state unit of the Congress. What is amazing is the way that the Congress in Jammu and Kashmir has not been able to project a single leader as the supreme boss dring the two crucial decades since 1989. In fact party workers believe that after Mufti Mohd.Sayeed quit the Congress to join the Jan Morcha led by former Prime Minister, V.P. Singh,in 1987 the Congress was left with no other stalwart who could keep the party flag flying. There were other senior leaders, after Mufti Sayeed left the Congress, who could have handled the party affairs firmly but they were not allowed to act a major domo because there was a par allel authority in New Delhi that tried to influence the party high command. It was the result of undue interference by the parallel authority in the working of the PCC Presidents that neither Ghulam Rasool Kar,nor Mohd.Shafi Qureshi,nor Peerzada Mohd.Syed nor Ch.Mohd.Aslam were allowed to handle the party affairs on their own.This parallel authority could enjoy the privilege of interferring in the Congress affairs,to be precise in the working schedule of the PCC Presidents,without any hindrance because of its proximity with the Congress high command,especially with those who headed the AICC or whose voice mattered the most in the Congress organisation in Delhi. And the same parallel authority has been instrumental in supporting any leader who acts as a parallel authority to the PCC President during the last three years.The result is that one can see many power centres within the state unit of the Congress.At one stage it used to be the power centre headed by the union Health Minister,Ghulam Nabi Azad,against the power centre led by the PCC Chief,Saif-ud-Din Soz. This way the conflict of ideas between Soz and Azad has given rise to authorities within authorities in the Congress in Jammu and Kashmir.At one stage the powerful cabinet Minister,Taj Mohiuddin,used to be in the camp headed by Saif-ud-Din Soz.Of late he has gone close to Chief Minister,Omar Abdullah,thereby developing proximity with Azad who would prefer Omar to Soz as Chief Minister.That was the reason that Taj continued to oppose the demand for change of guard in the state. With the blessings of Azad Taj has gone close to those who matter in the Congress high command.And Azad is one leader who is seen with those who hold some influence on people.He saw to it that for lending vigour to his anti-Soz campaiggn within the state and in the AICC circles Azad preferred Taj to Vakil. Surprisingly,those very people who had been installed as presidents of the District Congress committees in the Kashmir valley by Saif-ud-Din Soz have supported Taj Mohiuddin's demand for disciplinary action against Abdul Gani Vakil. This way Soz,who has been instrumental for keeping the party flag flying in the Kashmir valley which has been witnessing a silent pro-PDP wave,has not been allowed to function freely.He has been forced to remain a helpless politician while leading the Congress in the troubled state. And if the party high command continued to ignore growing groupism and growth of various power centres within the organisation the fall of the Congress in Jammu and Kashmir cannot be distant.The spirit of unity has to be infused and things may improve if Azad is asked to remain away from the Congress affairs in Jammu and Kashmir.The situation within the party may improve if the party high command lends its support to Soz. Here the role of Mohan Prakash,who has been seen as a well meaning congress leader for reshaping the party destinies in Jammu and Kashmir,has assumed greater importance.It is for him to guide Sonia Gandhi so that steps are taken to end parallel centres of power. |
