After son, nephew's wife pushes Peerzada to wall | RBA certificate fraud haunts Education Minister | | Early Times Report JAMMU, Feb 1: Even as the Crime Branch commenced its probe to look into alleged misuse of official position by Education Minister, Peerzada Muhammad Sayed to facilitate his son's success in matriculation examination in 2009; another fraud concerning him has come to fore. The `tainted' minister has now been accused of issuing Resident of Backward Area (RBA) certificate to his close relative in gross violation of the rules. Early Times has access to the documents which reveal that one Sheeba Jan daughter of Late Shamsudin resident of Anantnag town was issued RBA certificate under no. 594/NTK dated 23-10-2009 showing her wife of Peer Farhat Hassain Makhdoomi resident of Dhamhal (native village of Peerzada Mohd. Sayeed). Peer Farhat Hussain is Peerzada's nephew who married Sheeba Jan in May 2010. Sheeba was later selected as a teacher under RBA. The rules for issuance of the said certificate are crystal clear. A person residing in a declared backward area for not less than 15 years shall be entitled to get the benefit of RBA certificate. The rules also provide that if a person migrates from one declared backward area to another he shall be entitled to the benefit. However, if a person migrates from or gets married to a person of the declared backward area shall be benefited only after 15 years of his/her stay in the said backward area. But in the case of Sheeba Jan all rules and regulations were thrown to winds when she was given the benefit under RBA category. Interestingly she was not married to Peer Farhat when she got the benefit. More interesting is the fact that the RBA certificate to the said beneficiary was issued under the seal and signature of Tehsildar Gh. Hassan Rather who had actually retired at the time the certificate was issued. Even more shocking was the way the complaint lodged by one Ab. Rashid Bhat R/O Pazgham Kookarnag and Mohd. Ayoub Dar of Nagam Kookarnag was hushed up by the Revenue officials. When Deputy Commissioner Anantnag sought an explanation, the Naib-e-Tehsildar Kookarnag vide his no.-19/ROA dated 20-12-201 provided wrong information. The letter available with the Early Times reads, "Kindly refer telephonic message of Section Officer Deputy Commissioner's office Anantnag regarding the subject cited above. In this connection I am to request that as per records available in this office category certificate in favour of Shabeena Akhtar W/O Dr. Farhat R/O Dhamhal, Tehsil Kookarnag has not been issued by this office." The Naib-e-Tehsildar in place of Sheeba Jan W/O Peer Farhat Hussain R/O Dhamhal has put the names as Shabeena Akhtar W/O Dr. Farhat R/O Dhamhal, Tehsil Kookarnag. The Deputy Commissioner Anantnag has innocently treated the record as correct. It is further revealed that one Muzzafar Hussain Malik Naib-e-Tehsildar Laarnu Kookarnag enjoying acquaintance of Peerzada Sayeed was in 2010 directed "to look after" the work of Tehsil Kookarnag in absence of Tehsildar who had retired. The order no.:-DEO/Ang/2010/5022-25 dated 12-07-2010 issued by Deputy Commissioner Anantnag was fudged by Muzzafar Hussain Malik writing "hold the charge" (in place look after) of Tehsil Kookarnag till Tehsildar is posted by the government and it is believed that Malik is the man who has issued the RBA certificate to Sheeba under farged signatures of retired Tehsildar Gh. Hassan Rather at the behest of Peerzada Mohd. Sayeed. |
