Approves Draft Disaster Management Policy | Omar chairs SDMA meet | | Early Times Report JAMMU, Feb 1: The State Disaster Management Authority (SDMA) which met here today under the chairmanship of Chief Minister, Omar Abdullah approved the draft Disaster Management Policy for the State. Emphasizing the importance of three-tier disaster management authorities at District, Divisional and State levels, the Chief Minister said that professional response to preparedness, prediction and prevention of disasters is all the more important for the State like Jammu and Kashmir which is vulnerable to natural calamities like earthquake, floods, snow-storm, land-slides, cloud-bursts, draughts, etc. Omar Abdullah said that the fool-proof mechanism of rescue, relief and rehabilitation of the disaster affected people is also significantly important to be in place and in high mode of alertness. He asked the concerned to strengthen the operational functionaries at all levels, enhance capacity building and educate people about the importance of the subject. The Chief Minister said that a comprehensive strategy with befitting command and control should be in place to face any exigency befittingly and in a coordinated manner. Financial Commissioner Revenue, Pramod Jain in a PowerPoint presentation explained the main features of the draft disaster management policy. The policy has dealt in detail about the vision, aims, objectives, focused mission, importance of prevention and preparedness, professional response, institutional frame work, coordination, experience and operational aspects. The policy has also dealt with various features of pre, post and recovery phases of disaster underlining the main components and management issues. The policy also talks about provisions of funding, techno-legal frame work, capacity development, emergency operation and State Institute of Disaster Management besides mainstreaming disaster management. Commissioner Secretary Revenue, B. A. Runiyal in another PowerPoint presentation gave details of the initiatives and measures put in place to constitute the disaster management authorities at the three levels. He also gave brief about the preparedness, equipment, operational mechanism and public awareness aspects relating to the disaster management programme. The Chief Minister also approved inclusion of Director General Police and Additional Director General Police, Home Guards, Civil Defence and Auxiliary Police as Members of the State Disaster Management Executive Committee. He also approved the inclusion of Deputy Controllers Civil Defence and Area Commandants of Home Guards as Members of the District Disaster Management Authority. The meeting was attended by Deputy Chief Minister, Tara Chand, Minister for CAPD, Qamar Ali Akhoon, Minister for Revenue, Raman Bhalla, Minister for Health, Sham Lal Sharma, Minister for Medical Education, R. S. Chib, Chief Secretary, Madhav Lal, Principal Secretaries, Mohammad Iqbal Khandey, B. B. Vyas, Suresh Kumar, B. R. Sharma, ADGP Home Guards, Doley Barman, Divisional Commissioners, Kashmir and Jammu, Asgar Samoon and Pawan Kotwal and various other senior officers.
