Defective system calls for a white paper on fund diversion

Does diversion of development related funds from one sector to the other,from one departmental activities to the other call for release of a white paper? Those who demand a white paper on fund diversion not only from one sector to the other but from plan to non-plan sectors seem to be justified because reports do indicate that the quantum of diversion of funds earmarked for one scheme or one department to the other is been massive.The demand for a white paper on the diversion of funds is necessary because people and political leaders need to be told about the fund diversion exercise.Atleast people should know whether the diversion of funds was necessary or the result of defective planning on the part of those who secured diversion of funds.Senior leaders of PDP and the Panthers Party have dmanded a white paper from the National Conference led Government in Jammu and Kashmir on the extent of diversion of funds from one sector or area to the other sector during the last three years.If the two opposition parties have voiced this demand they are justified and hence cannot be blmed for playing politics for the sake of politics or opposing the Government for the sake of opposition.
Besides PDP Chief,Mehbooba Mufti,and Working chairman Panthers party,Harsh Dev Singh,other senior leaders of the two par ties alleged that funds to the tune of several hundred crores had been diverted from one department to the other and from one ministry to the other.These leaders said that in certain cases funds from the plan sector had been diverted for nonplan activities which was a serious lapse on the part of the Government. They say that during the last three years attempts were being made to hide the diversion of funds from one sector to the other.In this context they have referred to the PAC disclosure in which the committee had stated that funds had been diverted from one sector to the other.Harsh Dev Singh said that in various sectors the ruling coalition should be held responsible for nonutilisation and underutilisation of funds.He said in various cases the centre had delayed release of funds after the state authorities and agencies failed to submit utilisation reports on time.
It is believed that diversion of funds from the plan sector to the non-plan sector is a serious financial irregularity which needed to be checked immediately.The Panthers leader wanted the Omar led Government to compare the fund utilisation and development of the state between 2002 and 2005 with the development activities having been carried out during the last three years.Harsh Dev has said that once the comparison was made Omar Abdullah would realise that he had lost grip on the administration because he concentrated on extraneous issues.There are others who are of the opinion that the state Government in general and Omar Abdullah in particular have been seen taking the Congress led UPA Government in the centre for a ride while trying to convince Delhi that the NC led rule had been instrumental in ensuring peace and marked drop in the militancy related activities and violence.But several opposition leaders do not want Omar Abdullah to cover various financial lapses and irregularities under the canopy of improvemnt in security scenario.They want Delhi to seek a proper report from the state Government on the quantum of utilisation of central funds allotted for various and on the execution of centrally sponsored schemes.The opposition leaders hold the centre responsible for the birth in various scams in the state on the plea that in the absence of regular monitoring of the utilisation of funds state agencies have resorted to heavy irregularities.Let the white paper set at rest any controversy over fund utilisation.(eom)
