Rs 13.15 Cr For Unemployed K Youth, Rs 42 Cr For Srinagar
Jammu youth ignored again and again and yet again

JAMMU, Feb 4: 14 positions of Assistant Information Officers; all for the Kashmiri youth because the Jammu and Ladakhi youth are, according the Jammu and Kashmir Service Selection board (JKSSB), incompetent, unfit and unqualified. Rs 356 crore for the Dal dwellers, in addition to Rs 1100 crore for the preservation, development and beautification of Dal Lake and Rs 386 crore for the preservation, development and beautification of Wullar Lake because these are in Kashmir. Jammu lakes like Mansar, Surinsar and Sanasar stood excluded because these are located in Jammu. Because Jammu is Jammu whose only duty is to contribute as much revenue to the state exchequer as possible and develop Kashmir and meet its needs at its own cost, as also because the people of Jammu province return to the assembly 37 members for the promotion of the interests of Kashmir and those privileged who inhabit Kashmir, the darling of New Delhi, the Congress and other formations, national-level and regional outfits.
But these constitute only four of the several such instances which serve to indicate the status of Jammu province and its people in the state polity. There are hundreds and hundreds of similar other instances available in the official records, including the assembly records, which show the kind of shabby treatment Jammu province and its people have been meted out during all these years of the state's accession to India. One should not question one who says that "Jammu province lost its independence the day India got liberated from Britain in 1947". There are people in Jammu province who do say that "Kashmir annexed Jammu in October 1947 with the full backing of the Congress and the then Indian Prime Minister Jawaharlal Nehru of Kashmir origin" and that the "people of Jammu province would continue to suffer at the hands of New Delhi and Kashmir unless they throw off the Kashmiri yoke".Two more developments that took place yesterday, developments which should vindicate those who say that the "people of Jammu province, including its youth, have no place whatsoever in the official scheme of things" and accuse the authorities of "giving Kashmir and its people a very special treatment with a view to taunting the people of Jammu province". One is that "loan to the tune of Rs. 14.18 crore have been disbursed for establishment of 2300 units in various districts" of Kashmir and that "under the Voluntary Service Allowance (VSA), Rs. 13.15 crores have been incurred during the current financial year" for generating additional employment opportunities in Kashmir.
The concerned authorities (read officers of Employment Department) yesterday informed Minister for Employment and Labour, Abdul Gani Malik that steps are being taken to tackle the unemployment problem in Kashmir. Malik was chairing the meeting and discussing with the officials "various employment schemes in the Kashmir division". On his part, Malik said that the "government has launched various flagship programmes to provide self-employment opportunities to youth" and that the "concerned departments should maximise their awareness drives and organise employment fairs so that the youth can avail benefits of these schemes". Remember, the total number of employees in Kashmir is about 3.5 lakh, as compared to less one lakh in Jammu province, and the rate of unemployment in Kashmir is less than 30 per cent, as against over 69 per cent in Jammu province.
The other development was that Law and Parliamentary, Rural Development and Panchayat Raj Minister Ali Mohammad Sagar yesterday "toured different areas of Shar-e-Khas of Srinagar city, including Bulbul Lanker, Aali Kadal, Zaina Kadal, Khankhai Moula, Dastigeer Sahib to review the pace of work on various development projects". A big contingent of "senior officers, including Chief Engineer Irrigation and Flood Control, Lanker, Superintendent Engineer R&B, Srinagar, Mohammad Amin, Superintending Engineer Srinagar Municipal Corporation, Ishtiyaz Ahmad Shah, and Additional Deputy Commissioner, Srinagar" accompanied the Minister. During this extensive tour, the "Minister was", according to a report from Srinagar, "apprised that about Rs. 42 crore have been fixed to restore the beauty, glory and heritage of Shar-e-Khas (read Srinagar), out of which Rs. 37 crore would be incurred on compensation for residential houses which will be affected by road widening of Aali Kadal area" and that the work on this project would be started soon".
What is all this going on? What is it that the authorities and the Jammu-based ministers are doing to Jammu and the Jammu youth? It appears that the authorities in the state and the Jammu-based ministers are out to provoke mass protests in Jammu. It would be dangerous to further test the patience of the people of Jammu province. It is ending very fast. They are also extremely angry with other Jammu leaders as they have, according to them, failed to discharge their duties towards them.
