TTD front appeal political parties to support delimitation | | | Early Times Report Jammu, Feb 5: President Tehsil Thathri Development Front, Kuldeep Kumar Rao & sr. vice president Kanwarjeet Singh Thakur have lamented that the Congress-NC government has failed to understand that equitable development is not possible without delimitation of assembly and parliamentary constituencies. The Interlocutors on Jammu & Kashmir have also submitted in its report that demand for delimitation of Assembly constituencies was genuine and the assembly had powers to do it with two-third majority. Delimitation is the urgent need of the hour and is a public demand so that places which have been fragmented and adjusted in the various legislative constituencies like Tehsil Thathri are brought under one unit to ensure the proper development process. Rao said that the state assembly during NC rule had passed a law under which the delimitation of assembly and parliamentary constituencies could not be held till 2026. This has led to injustice with the Jammu Province which has more population and area than Kashmir but only 37 Assembly seats have been provided to it as compared to Kashmir valley which has 46 assembly seats with less population and covers less area as compared to Jammu. Rao said that for equitable development to all the regions, earlier decision needs to be withdrawn to give justice to Jammu province. J&K government has special power & can amend any Law with two-third majority if the government is sincere to do so. Minister for Law & Parliamentary affairs, Ali Mohd Sagar quoted in the assembly on 3-10-11 on the Jammu & Kashmir Representation of peoples Act 1957 and said that delimitation can be done after the results of first census after 2026 are published. He further said that delimitation is done having regard to population, geographical compactness, facilities of communication & so on. When the assembly is all powerful to make any amendment in any J&K law, why is the government sticking to the parrot like insistence on 1957 & 2026 only. All the conditions stated above by the Minister for effecting delimitation have undergone drastic change now. Let them amend the 1957 Act and effect the delimitation at the earliest making the figures of the last senses as the base. Government has made so many amendments till now, why can't it make this one? Infact amendments are made where government functionaries & their favourites are benefited but makes strong excuses where benefits of general public are concerned. The common people are now well aware of this insincere policy of government & not ready to tolerate it submissively. They also appealed to all political parties to come above politics and support the bill on constitution of delimitation commission in this coming session. |
