16 % minor girls get married in remote areas and border districts: Survey

JAMMU, Feb 5 : Nearly 16.3 per cent girls in Poonch and 15.7 per cent in Rajouri are married off before the age of 18 years, while Srinagar district records zero per cent of such marriages in the state.
In a stunning revelation a survey conducted by the state government under National Rural Health Mission (NRHM) it has been found that around 7.2 per cent of the girls in Jammu and Kashmir are married before the legally marriageable age by their parents and in some cases without their consent. 
As per the survey, border districts of Rajouri and Poonch has the highest number ‘below age marriages’. In Anantnag district the percentage of such marriages is 6.9 per cent, Budgam, 8.9 per cent, Baramulla 7.7 per cent, Doda, 9.6 per cent, Jammu, 2.7 per cent, Kargil, 4.3 per cent, Kathua, 4.0 per cent, Kupwara, 9.5 per cent, Leh Ladakh, 3.9 per cent, Pulwama 7 per cent, Srinagar zero, Udhampur 1.5 per cent.
The survey pointed out that the minor marriages are routine in rural areas of Jammu and Kashmir, which has a special legislation in force to prevent such practice. Jammu and Kashmir Child Marriage (Restrain) Act prescribe punishment for not only a male who despite being a major enters into nuptial ties with a minor but also holds parents and guardian of such minor equally responsible.
Survey conducted by the government indicates that in institutional birth (deliveries in health centers), Poonch is at lowest ebb with 23 per cent of the births in health institutions followed by Udhampur were only 27.7 per cent of the females give birth in government established centres. However situation is better in Pulwama were 77.5 per cent institutional births have been registered followed by Leh-Ladakh, with 71 per cent of the population using services of health centers.
As per the anti-natal check up in districts, mountainous Doda and border district of Poonch are at lowest point. Contraceptive use is highest in Leh and lowest in Poonch, Doda, Kupwara and Rajouri.
Meanwhile due to the below age marriages rate of population growth Kupwara is fastest growing district, followed by Anantnag, Srinagar and Kargil. The said survey further says that three fourth of the population lives in urban areas. This percentage is 44 per cent Jammu. “Situation is much better in southern districts which fall under Jammu region, while district in Kashmir region have poor record of public health”, said an official.
