Central funds for Sakshar Bharat Mission unspent in J &K | | | Early Times Report Jammu, Feb 6: If the National Conference led Government rightly claims credit for improving the security situation in Jammu and Kashmir it has achieved a new distinction for mis-utilisation and underutilisation of central funds for various development projects. In support of their claim that the ruling coalition has failed in implementing various development schemes critics of the Government refer to the non-utilisation of Rs 11 crores that the Union Ministry for Human Resources had sanctioned for promoting adult education under Sakshar Bharat Mission (SBM). The amount had been allotted under the project for the current financial year but the state authorities had not drawn even a single penny for the project. Official sources said that senior functionaries in the state Education Department, including the Education Minister and the Commissioner, were responsible for the mess. Sources said that under the scheme the state Education department was supposed to open an account with the State Bank of India and the Human Resources Ministry would have issued a password for drawing the money for the scheme. But the Departmental functionaries had not opened the account with the result the funds stand lapsed. Senior leaders belonging to the Panthers Party and the BJP, including Harsh Dev Singh, have urged the central Government to probe the reasons that have led to the failure on the part of the state Government in underutilising or misutilising funds worth several hundred crores on centrally sponsored schemes. Harsh Dev has called for a judicial probe for assessing the extent of misuse of plan and non-plan funds besides diversion of funds from one department to the other and from on scheme to the other. Harsh Dev has urged Chief Minister, Omar Abdullah, to initiate action against the Education Minister and senior functionaries of the Education Department on charge of their failure to utilise funds earmarked for various development schemes. |
